Job summary:

The post holder will be joining an existing Procurement team in a key role as Head of Category Management. The role will manage strategic direction in the team, its activities and relationships with internal stakeholders and external parties.

The UK Hydrographic Office (UKHO) is undergoing a transformation and third-party relationships are key to its evolution. This role's strategy management will therefore be pivotal to the UKHO's forthcoming business plans.


Experience of working at a senior level within a public sector procurement team is vital to this role, plus ability to write and manage procurement strategies.

The role will also deputise for the Head of Commercial when required, resulting in leading the Procurement team and representing the Head of Commercial at senior leadership team meetings.


The UKHO is based in Taunton and the position will require days in the office, roughly 2-3 days per week or as required.


Job description:


  • Acting as the principal interface with stakeholders for strategic procurement. Managing strategic suppliers and market relationships with a specific focus on UK Hydrographic Office (UKHO) businesscritical suppliers.
  • Managing the purchasing of complex, high profile and or high value requirements for the UKHO, including novel and contentious procurement activities.
  • Support and deputise for the Head of Commercial.
  • Line manage team and be responsible for team members' performance against agreed individual objectives ensuring they are aligned to the overarching UKHO's business plans.
  • Proactively providing professional and accurate procurement advice and guidance to UKHO staff.
  • Challenging requirements appropriately to ensure competitive tenders are being received with a focus on achieving Value for Money for UKHO in all contracts.
  • Ensuring all purchasing is undertaken in accordance with the Public Contracts Regulations and all applicable law and uphold ethical procurement values and practices.
  • Ensuring all Procurement information is recorded accurately in a timely manner to enable the UKHO meets Central Government / MoD reporting and transparency responsibilities.
  • Ensuring the UKHO has adequate protection of Intellectual property and UKHO reputation protected.
  • Supporting the close working relationships necessary between strategic and operational procurement. Linking strategic commercial initiatives to tactical operational activities, with a clear focus on delivery of strategic outcomes.
  • Responsible for developing team skills, knowledge and understanding, training colleagues where needed to maximise potential, productivity and synergy within the team.
  • Build and maintain strong collaborative relationships with MoD Commercial and other external functions/teams.
  • Responsible and accountable for compliance to commercial delegations for direct reports and Business unit Buyers within the organisation

Person specification:

  • Public sector procurement experience.
  • Procurement qualification, e.g. CIPS Level
  • Sound understanding of public procurement rules, regulations, and requirements.
  • Good IT and Technology skills.
  • Exceptional interpersonal skills to work effectively with a diverse range of stakeholders with good influencing skills. Comfortable to challenge decisions and perceptions.
  • Strong analytic skills. The ability to interpret and rationalise diverse data sources and information in order to develop and support mid to long term procurement strategies.
  • Excellent leadership and management of staff capability and development
