Grafton Recruitment are now seeking to appoint a Transactional Procurement Manager to our public sector client based in Derby.

The Transactional Procurement Manager will deliver a strategic procurement service for both internal and external customers andcontributes significantly to the delivery of allocated procurement projects within key markets, ensuring contract compliance, sustainable cost improvements, and a range of benefits across the region.


Duties of the Transactional Procurement Manager

  • Use procurement knowledge and expertise to produce and implement procurement strategies for assigned customers and product/service areas.
  • Project manage and coordinate all activities, agencies, suppliers and personnel to successfully undertake a number of strategic and tactical sourcing projects, from initial scoping through to contract award.
  • Gather and analyse comprehensive data on products and suppliers to support portfolio and category analysis.
  • Manage high value strategic sourcing projects for both internal and external customers.
  • Establish the immediate and future procurement requirements of customer organisations and produce strategies and solutions to these.
  • Manage procurement exercises on behalf of customers in compliance with European Procurement Legislation, utilising where appropriate National Framework Agreements.
  • Identification and management of risk throughout the procurement process.
  • Maintain a variety of electronic systems to support the procurement process and monitoring of customer benefits.
  • Produce management reports to satisfy internal and external requirements.
  • Take part in surveys, audits and research to support category management and procurement activities.
  • Establish the immediate and future procurement requirements of the customer.
  • Use highly developed persuasion and influencing skills to engage with and influence key stakeholders at all levels within stakeholder organisations in order to facilitate participation in identified procurement activity.
  • Recognise the need to engage stakeholders in discussions about proposed changes and explains the reasons and benefits.

Experience Required

  • Evidence of continued professional development.
  • Significant senior procurement experience, including managing tender processes.
  • Knowledge of procurement IT systems.
  • Exposure to public sector procurement is desirable.
  • Experience of managing relationships with suppliers and customers.
  • Experience of project managing complex projects from initial planning to contract award.
  • Experience of managing change.

  • Ability to travel to meetings and customer sites on a regular basis including travel to locations outside of the East of England.
