The post holder will be a Consultant in Public Health and will have responsibility for ensuring effective Public Health leadership and advice to the Trust.

The post holder will be based at Liverpool University Hospitals NHS Foundation Trust (LUHFT).

The Consultant in Public Health/Consultant in Public Health Medicine will be a key senior appointment within the Trust and a member of the Chief Medical Officer's Leadership Team.

The Consultant will have a responsibility for ensuring the effective delivery of specialist public health advice and leadership to LUHFT's health and care system.


  • To have a specific role in selected initiatives and programmes. For example, the Trust's Mortality Reduction Programme; Infection Prevention and Control; Integrated Pathways of Care; Delivering a 'Net Zero' National Health Service.
  • By leading the Trust's agenda as an anchor institution, to help build a more inclusive society and economy in Liverpool and address inequalities in the wider determinants of health.
  • Lead the delivery of prevention pledges agreed by LUHFT.
  • Lead the development and delivery of LUHFT's plan for population health and reducing health inequalities.
  • Develop a framework for equitable recovery of elective procedures backlog.
  • Advise on developing community services which integrate with Trust services to empower people to manage their own health needs if possible, and make maximum opportunity of health promoting activities and preventative services, thus enabling a reduction in inappropriate hospital admissions and a shorter length of stay in hospital.
  • Providing expert public health advice and leadership to support and inform an evidencebased approach within ethical frameworks.
  • In the first instance, the post will have managerial responsibility for one Band 8c practitioner. However, this may change in the future, so the post holder should be prepared to take on additional managerial responsibilities for staff as the role develops.


Liverpool University Hospitals NHS Foundation Trust was created on 1 October 2019 following the merger of two adult acute Trusts, Aintree University Hospital NHS Foundation Trust and the Royal Liverpool and Broadgreen University Hospitals NHS Trust.


The merger provides an opportunity to reconfigure services in a way that provides the best healthcare services to the city and improves the quality of care and health outcomes that patients experience.

The Trust runs Aintree University Hospital, Broadgreen Hospital, Liverpool University Dental Hospital and the Royal Liverpool University Hospital.


It serves a core population of around 630,000 people across Merseyside as well as providing a range of highly specialist services to a catchment area of more than two million people in the North West region and beyond.

Leading the development and implementation of a portfolio of Trust-wide delivery and transformation programmes, working closely with the Chief Medical Officer (CMO) and executive sponsors, and ensuring that effective governance is in place, and that delivery to timescales, evaluation and benefits realisation are all achieved.


Current priorities include:
configuring the Trust's services to address population need and inequalities; Integrated Care Pathways (particularly respiratory and frailty); Sustainability and the delivery of 'Net Zero' National Health Service; Infection Prevention and Control (IPC); Population health research; developing a framework for equitable recovery of elective procedures backlog; leading the Trust's agenda as an anchor institution; leading the delivery of prevention pledges agreed by LUHFT
and embedding the "All together fairer" Marmot recommendations into the totality of LUHFT work.
