Job description:
The Finance Team Leader role sits within the Seafarer Training and Certification Branch (STC) which centres around the skills and qualifications of seafarers working on UK vessels.
STC ensures the appropriate standards of seafarer training are maintained and that certificates and endorsements issued to seafarers and vessels comply with the relevant requirements while also providing a high level of customer satisfaction.
Working within STC Business Operations, the STC Finance Team deals with financial transactions between STC, Seafarers, training providers and shipping companies.
The team supports the MCA main finance team by dealing with financial matters related to STC and handles payments and receipts relating to services including certification, examiners time and training providers.
The team also supports Business Operations with wider branch finance activities.
Your role as the Finance Team Leader will include assisting senior management with the continual review and development STC Finance Team processes to ensure fitness for purpose as well as modernizing workflows as changes occur within Certification processes, policy changes and IT systems.
We are a customer facing team and we aim to deliver industry leading customer service by ensuring that all queries monies received are dealt with accurately, professionally and in a timely manner.

This role will be based in the Southampton HQ.MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.
Details of the arrangement will be discussed further with your line manager.Your responsibilities include but are not limited to:
Finance Tasks:
- Oversee the reallocation ensuring income is correctly recognized and within target.
- Oversee receipting process ensuring daily completion.
- Oversee monthly Cashbooks and Reconciliation processes ensuring completion is accurate and submitted within deadline.
- Oversee and authorise refunds.
- Create and issue invoices to companies and training providers.
- Maintain the finance areas of the Course Approval and Audit tracker to ensure data is correct and up to date.
- Manage and monitor rolling account balances, issuing monthly statements within deadlines.
- Regularly review finance team processes to identify and suggest areas of improvement.
- Implement process updates ensuring understanding and engagement from the finance team.
- Support the Business Unit Manager with other branch finance tasks where required.
Team Leadership:
- Act as line manager to Finance Support Officers.
- Manage the workflow of the STC Finance Team, allocating resource to ensure all required tasks are completed on time.
- Hold quarterly PMR meetings with each reportee and set, monitor and track targets in line with Big Picture Objectives, branch needs and their personal development aspirations.
- Oversee the productivity and service levels provided by Finance Support Officers driving improvement where required.
- Create and implement training plans to ensure STC Finance Team is sufficiently upskilled and cross trained to ensure operational resilience.
- Create, maintain and regularly update STC Finance Team training and skills matrix and training records.
