University Hospitals Plymouth NHS Trust & University of Plymouth are seeking a talented senior manager to establish and run their new collaborative Joint Clinical Research Office (JCRO).

The post holder will be strategic and operational lead for the JCRO, leading a small team to drive and accelerate the growth of local clinical academic research.

The JCRO will be physically located at the Marine Building, University of Plymouth.

The Head of the JCRO lead and team will be adept at working virtually, and face to face across the physical environments of all partners.

The post-holder reports to the Associate Dean for Research, University of Plymouth (UoP), Faculty of Health and the Associate Medical Director for R&D at University Hospitals Plymouth NHS Trust ( UHP), however they will enjoy a high level of autonomy to manage their work to achieve their agreed objectives


The JCRO Lead will work alongside senior leaders in each partner organisation to support their joint Clinical Academic Strategy, identifying opportunities for effective working through merged infrastructure and processes.

They will work with partners in NIHR Research Design Service, Peninsula Clinical Trials Unit, and other collaborating organisations to support joint clinical academic research initiatives and with senior clinical researchers to grow our portfolio of grants.


This is a permanent post, hosted at UHP, funded at NHS Band 8b and will suit demonstrably experienced people from diverse strategic & operations management backgrounds.

They should have an in depth proven theoretical, applied, and practical knowledge of the healthcare research landscape. The role requires strategic leadership acumen; excellent communication skills and an ability to negotiate and influence


UoPs Faculty of Health provides a thriving research environment, across six schools (Biomedical Science, Dentistry, Health Professions, Medicine, Nursing & Midwifery and Psychology).

Our Plymouth Institute of Health and Care Research (PIHR) has a research income of approximately £10 million per annum across NIHR programmes, UKRI and charity-funded projects whilst our Derriford Research Facility provides state of the art laboratory capability co-located on the hospital campus.


UHP is one of the largest providers of acute care in the country, tertiary referral centre and Major Trauma Centre for Devon, Cornwall and part of Somerset & serves a population of almost 2 million.

UHP employs 6400 staff & has more than 900 beds.

Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.

  • Works alongside the Partner Organisations Directors of Research and Clinical Academic Leads to develop, implement and maintain the JCRO research strategy for the partners with impact across organisations.
  • Works with the Directors of Research to compile bids for growth in infrastructure through strategic decision making and planning
  • Initiates action on national research governance policies based on own interpretation and advanced specialist knowledge and significant experience
  • Leadership
  • Operational lead for JCRO developing, aligning and operationalising joint policies and procedures with partner organisations.
  • Line manager and supervisor for Joint Clinical Research Office team
  • Senior Leadership responsibility for JCRO governance structure and the JCRO Board.
  • Working strategically with partner organisations and key stakeholders such as CRN, CTU and RDS.
  • Finance Management
  • Budget holder for the JCRO. Development of financial sustainability of the JCRO and financial planning to ensure continuation of infrastructure.
  • Authorised signatory for JCRO budget

  • Directly line manages the team within JCRO office, training, support, development, appraisals
  • The post holder will secure additional funding in support of the development of the structure, including the provision of resources to grow the office.
  • Leads change process and restructure as appropriate
  • Performance manages the JCRO staff to ensure the delivery of research strategy.

  • Responsible for the development and implementation of joint research policies and procedures in line with good practice in research management and in line with the clinical governance of the partner organisations.
  • Contribute to the development of regional policies and procedures through involvement with research networks.
  • Work with partner organisation to align and develop JCRO research management policies and procedures.

  • Communicates complex information to multiple stakeholders often where there is conflicting opinion or significant barriers to acceptance.
