The Role


The main purpose of this role is to manage the Flight Operations, Airworthiness, Medical and Flight Crew Licensing operations in Safety and Airspace Regulation Group (SARG).

This role is primarily a leadership role rather than a technical role.

It has a broad remit and impact on the delivery of the regulatory book of work and the CAA's ability to be compliant with and oversee international safety regulations.

Collaboration is key to the success of this role - particularly the working relationship with the Head of Future Safety and Innovation.

Focus is on the management of resources, budget management for their teams, risk and business processes including the governance of the operational teams to ensure assurance actions are delivered and performance both individual and Group.

The role holder will look to drive continuous improvement through the processes used within the business and manage day to day operational activity across the teams.

This is a developmental role and as such the role holder will be expected to develop themselves with a view to progressing to an ExCo level position.


Core Accountabilities

  • Working with the Chief or Heads of Flight Operations, Airworthiness and Aviation Medicine (who report into this role) to identify resource requirement.
  • Manage the budget to effectively meet the needs of the department and in particular in its ability to meet regulatory requirements.
  • Working closely with the Chief or Heads of the capability units reporting into them to ensure that the teams are adequately resourced, trained and qualified to undertake oversight and other regulatory activity, and that the departments fully discharge their regulatory duties.
  • Working with the Head of Safety Strategy this role will contribute to the development of the Group strategy.
  • The role holder also has joint responsibility with the Head of Airspace, Air Traffic and Aerodrome (AAA) for crisis and incident response drawing input from the Future Safety and Innovation expert where appropriate.
  • Evaluating system, personnel and entity risks in conjunction with the Head of AAA and ensuring these are captured in the system.
  • Work alongside counterpart in the Head of Future Safety and Innovation to create and nurture a culture within SARG that is aligned to the direction the business is heading.
  • The primary safety accountabilities sit with the Chief or Heads of capability units, but this role will oversee the efficacy of the decisionmaking model including the safety business cycle outcomes (e.g., Safety Risk Panel outcomes) and making sure the correct level of technical input is made and that these decisions are presided over initially by the Chief or Head of the capability area.
  • The role holder will act as deputy for the Group Director Safety and Airspace Regulation as required.
  • Working with the other Heads of functions within SARG, Shared Service Centre, CAA Strategy and Policy and International Group in terms of joint accountabilities influencing counterparts so that resources are deployed to optimum levels will be essential

About You

  • You will be able to work effectively with heads of areas to ensure the department is operating at optimum levels, and meeting safety accountabilities.
  • You will be able to manage workload effectively.
  • You will have experience in effective management of the departmental budget working with the relevant Business Partners in planning, Finance and HR.
  • You will be an experienced manager from an operational background where you have managed multiple diverse teams.
  • You will have proven track record of delivering through other people and the ability to build and maintain relationships at all levels.

Additional Information
For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
