About the function


The Head of Resourcing sits within the People Services function of group HR which focuses on releasing talent and make working lives easier and better through joint improvement interventions to drive improved, integrated people services across the wider organisation.

The Head of Resourcing will have overall responsibility for resourcing policy, governance & assurance; Network Rail recruitment brand, marketing, and engagement; Network Rail assessment strategy, internal talent mobility and companywide service delivery for senior and specialist hires.

Lead the development and implementation of the business strategy for Resourcing and Recruitment to enable delivery against the Network Rail business priorities and People Strategy.


Brief Description:


Who are we looking for?

As a Head of Resourcing, you will:

  • Lead on the provision of a broad range of interventions and services which drive resourcing, recruitment, and business performance to meet the needs of the organisation.
  • Secure investment in tools and expertise to achieve consistency and excellence balancing efficiency with tailored local needs.
  • Collaborate proactively with business areas to convert objectives into highquality plans, recruitment products offerings and campaigns that are relevant, scalable and add measurable value.
  • Own strategy and approach for talent mobility, incorporating how secondments and redeployment are managed.
  • Lead and influence the Resourcing community to drive professional development and deliver enhanced and consistent standards to increase organisational capability.
  • Develop, embed, and monitor key systems and processes to drive simplicity and insight on talent and meet customer needs.
  • Develop and embed Resourcing and Recruitment policies, tools, and activity to drive efficiency, standardisation, and effectiveness.
  • Establish and maintain collaborative and insightful relationships with strategic partners and other suppliers, analysing, specifying, and evaluating service offers and focusing on continuous improvement.
  • Act as resourcing lead to regional and functional resourcing team by establishing strong relationships in the wider resourcing community, developing a good understanding of companywide resourcing needs and requirements, and facilitate solutions and practices that will improve recruitment delivery locally and nationally.
  • Deliver hires and senior hires to the Chairman and CEO offices, to the Board and to internal NR customers as required.
  • Establish and lead critical change projects that impact on the future resourcing strategy for Network Rail and industry.

About the role (External):


Job Skills, Experience and Qualifications
Essential

  • Demonstrable experience in a similar senior resourcing leadership role taking full ownership of executive/senior resourcing
  • Experience of leading on various elements of resourcing such as assessment design, branding, redeployment, and policy & governance
  • Extensive experience in developing and implementing a resourcing and recruitment strategy to include campaigns
  • Proven successful management experience in a matrix organisation
  • Demonstrable senior stakeholder management skills
  • High quality relationship management, influencing, facilitation and presentation skills.
  • Strategic thinking, planning and analysis skills, with the ability to develop creative solutions.
  • Collaborating with 3rd party service providers
  • Evidence of strong customer focus with the ability to create excellent working relationships at all levels.
Desirable

  • Experience in delivering change programmes.
  • Experience in planning, scoping, and implementing resourcing technology and tools.
