The postholder will develop effective strategy and operational policies for promoting innovation across the Population Health discipline of the Integrated Care Board (ICB) Medical Directorate.

Working closely with colleagues across the ICB, ensuring coherent strategy and will:


  • Drive the population health strategy for the Chief Medical Officer (CMO), supporting and ensuring alignment across the system
  • To provide support and assurance to the CMO, and in turn the ICB, on key system Population Health priorities, opportunities, risks and achievements
  • Identify examples of national and international best practice and to ensure that the population health agenda benefits from relevant innovations
  • Engage with key strategic regional and national policy makers to inform development of strategy and policies and share learning


We are seeking an articulate individual, confident to communicate with, and inspire a wide variety of stakeholders and able to adopt an evidence and data-driven approach to change management.


Ideally, you will be familiar with complex datasets and able to conceptualise how these could be analysed to create a convincing case for change.

You will be tenacious and able to use your research skills to seek innovative solutions to address the population needs highlighted.


In order to make a successful leader for this critical programme of work, you will be organised, have experience of managing complex change programmes, an ability to work across sectors and with a multitude of stakeholders.


You will be familiar with Population Health Management principles, driven to implement outcome based approaches and be passionate about improving care and reducing inequalities.

  • Work with partners to design new training products to embed population health management approaches in practice across the ICB
  • Provide expertise of best practice population health methodologies, regulatory requirements, policy imperatives, innovation and technological developments and stakeholders knowledge
  • Be responsible for the oversight of population health workstreams including the delivery of the Northamptonshire Population Health Strategy, related delivery/work plan (including providing strategic direction to all component leads) and adoption and spread of Population Health Management (PHM) best practice
  • Oversee the daytoday ICB Business Intelligence (BI) function, including the transition of the current team and public health intelligence team from both local authorities into a new ICB Decision Support Unit (DSU)
  • Provide strong leadership to programme resources, defining work, ensuring deadlines are adhered to and programme objectives are clearly articulated and understood both within the PHM team and the wider ICB collaboratives and workstreams
  • Act as an ambassador for the population health programme, promoting and developing its reputation, forming robust strategic alliances and developing effective working relations with external partners, other relevant organisations, Government departments and agencies
  • To deputise for the CMO, at their request, acting with full authority in their absence on all aspects of PHM and related BI functions and programmes
  • The post holder will need to provide advice and expertise on the effective engagement and communication of Population Health principles and approaches across the Integrated Care Board, with other partner organisations and the delivery of healthcare with patients, the public and patient advocacy organisations.
  • The post holder will be required to undertake regular journeys across Northamptonshire and other sites for meetings and also work flexible hours in order to meet the demands and deadlines required.
  • The post holder will also contribute to the development of population health service transformation capacity and capability, supporting the development and mentorship of individuals across the organisation as appropriate.
