To be the first point of contact for the Childrens Directorates in relation to all medical workforce issues including: Distribute and maintain the master copy of the junior doctor rotas Maintain and up to date contact list for junior medical staff and distribute information as required Ensure all posts are covered at all times Complete sickness absence notifications, ensuring relevant team/on-call consultants are notified Arrange cover for staff reporting sick by checking if internal cover can be arranged before proceeding to outside locums and agency staff Inform senior medical staff where return to work interviews are required and maintain accurate record keeping of such interviews Provide a weekly staffing list for the on-call teams and bed management group Co-ordinate all junior doctor requests for study leave and annual leave ensuring rota rules and procedures have been followed Keep a record of all medical staff absences and raise any issues with Directors or General Manager Manage all leave taken ensuring the right amount of annual leave is taken and taken appropriately To act as the link between junior doctor staff and Clinical Directors / General Manager, ensuring all issues raised by the junior doctors are highlighted in the appropriate forums To coordinate, produce and distribute all junior doctor information packs and liaise with consultant and medical education staff in the delivery of the speciality induction programme Review rota at changeover periods to ensure appropriate staffing levels (i.e. do not put a brand new member of staff on night duty for the first shift)

Record junior doctor attendances at formal training events, induction meetings and meetings with educational supervisors Devise a system of shift swapping recording who has agreed to undertake shifts and authorised by the consultant Keep the General Manager aware of any significant cost pressures Assist the General Manager in the effective management of all clinical and non-clinical risks arising from any of the rotas Line management Ensure staff receive annual appraisals and achieve mandatory training requirements Co-ordinate leave requests ensuring sufficient cross cover are in place Monitor absence and sickness ensuring effective process are in place for escalation Strategy and Service Improvement:
Develop in conjunction with the relevant clinical leads improvements to the rotas.

In conjunction with the General Manager and Clinical Directors, develop policies to address rota pressures and ensure the effective implementation of such policies throughout the directorates.


Financial Management:

Ensure that all medical staffing budgets (pay and non pay) across the directorates are managed within the Trusts Standing Orders and Standing Financial Instructions and also in line with the annual financial plan.

Support the General Manager in recording variances to negotiated budgets with the Finance Department as part of the business planning cycle and overall spending proposals of the Trust


Performance Management:
Manage the Childrens directorate rotas performance and report monthly on the number of locum cover used


Risk and clinical governance:
Support the implementation of systems, control processes and risk management arrangements to support monitoring of compliance with clinical governance standards, other Trust-wide policies and best practice requirements


Research and Development:
Support the development and implementation of R&D programmes within the Directorate.


Staff Management and Organisational Development:

Assist the Divisional General Manager with any implications arising from development plans to ensure appropriate integration of medical and non-medical workforce plans.

Assist the Divisional General Manager to communicate the Trusts objectives, future plans, current progress against plans to all junior medical and Secretarial staff within the Division.


GENERAL:

To comply at all times with any regulations issued by the Trust, especially those governing Health and Safety at work and to ensure that any defects which may affect safety at work are brought to the attention of the appropriate manager.
