Job summary

The Intellectual Property Office (IPO) is an executive agency of the Department for Business Energy and Industrial Strategy (BEIS).

The IPO is accountable for both the operational and policy aspects of intellectual property (IP) rights including patents, trade marks, designs, copyright and tribunal functions.

It also educates innovators and consumers about IP rights and responsibilities and supports the enforcement of IP rights.


The IPO's mission is to ensure that the full potential of ideas, knowledge and creativity is realised for the benefit of the UK economy and society.

We promote innovation by providing a clear, accessible, and widely understood IP system.

We have recently reviewed how we are structured and how we work across the IPO.

As a result, we have created a new Strategy Directorate which will propose and coordinate clear office-wide strategic direction to ensure progress towards our Corporate priorities and alignment with wider Government initiatives.

The Strategy Delivery team, a part of the newly formed Strategy Directorate, is looking for a Head of Secretariat. We are looking for someone to work confidently across IPO Boards and Committees.

We need someone who is well organised, has excellent written and oral communication skills, and is good at building strong relationships.

The job holder will be someone who is emotionally intelligent and intuitive with the ability to anticipate the needs of senior stakeholders.


This is a high-profile role which provides the holder with strategic insight and exposure to the entire IPO as well as regular interactions with executive and non-executive directors.

The job holder will effectively direct and manage the executive and non-executive boards and understand the governance and assurance requirements and how they interact and interdepend on each other.

You will lead a small team, charged with supporting the IPO Board and its sub boards and committees including:
IPO board
Steering Board
Excellent IP services committee
World leading environment committee
Brilliant Place to work committee
Transformation Programme board
Audit and Risk Committee

This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to attend the office 1 day per week, or equivalent if part-time, on-site at our Newport office

Job description


The post holder:

Provides governance support and advice to the IPO boards and committees, ensuring that meetings are planned effectively, that papers are commissioned and prepared and that decisions and actions are recorded and completed


Including:
Drafting precise minutes;
Reviewing and executing actions arising from meetings;
Developing a forward look of meetings and agenda items based on the needs of the organisation and wider environment.
Making decisions and providing advice based on strategic insight, working at pace to address changes to agendas and priorities, understanding how these requirements interlink and impact on each other

Anticipating requirements and working with contributors across the IPO to prepare, shape and assure the quality of board materials to facilitate quality action orientate discussions.

Manages meeting engagements with the non-executive directors and BEIS partnership sponsor team, closely and regularly communicating and developing good relationships with them.

Regularly reviews committees, systems and processes considering improvements and the most efficient and effective approach and further, works with the Head of Governance Assurance and Risk to review the boards and committees ensuring they meet the IPOs governance requirements.

Leads and sets a clear direction for the secretariate team and manages and develops the Secretariate managers effectively to reach their potential and to do their job to the best of their ability

Play an active role within the wider Strategy Delivery team and Directorate working flexibly on additional matters as they arise including taking on new challenges as the organisation's goals evolve.
