Job summary:

The Strategy Directorate is one of three Directorates in the Planning Inspectorate.

It is working to plan strategically for the future, improve our ability to prepare the organisation for change, and deliver improvements for customers.

We have a vacancy in the Directorate's senior leadership team to lead the Strategy and Corporate Governance Team.

This is a medium-sized team of eight colleagues that reports to the Head of Strategy and Change Delivery with a remit to support strategic development, organisational planning and reporting, our Executive Team, and our corporate governance framework.

The Planning Inspectorate has a long and proud history in ensuring a fair planning system for England. The work we do has a significant impact on people's lives, the communities where they live and the economy.

Job description:


This role has direct and indirect line management responsibilities and oversees the delivery of the organisation's strategies and business plans, its annual report and accounts, and the administration of key groups that support organisational decision-making.


This role will take an interest in work right across the organisation and will seek to improve corporate governance in terms of accountability, evidence-based decision-making, transparency and customer-focus.


This role will support the Head of Strategy and Change Delivery in developing the organisation's approach to strategic planning and evaluation of the effectiveness of strategic delivery.


You will have a track record of building effective, trusting and influential relationships at the most senior level and working in an environment of change.

You will be resilient, pro-active and capable of managing competing demands in a high-paced workplace.


You will be a strategic thinker, capable of considering long-term political, social, environmental, and technological shifts, of mapping outputs from innovation and horizon-scanning workstreams and linking these to the current organisation's performance.

You will be an excellent, thoughtful line-manager who supports and champions their team.

Essential Criteria

  • Experience of developing and implementing strategy across diverse and complex organisations.
  • Experience of designing and using corporate governance effectively to monitor organisational progress.
  • Experience of communicating and influencing at the most senior level (Board and Executive team).
  • Ability to see the big picture, cutting through the detail to provide strategic solutions to problems.
  • Ability to operate in an ambiguous and uncertain environment.

Desirable Criteria

  • Experience of working in a strategic or corporate governance role within a government department or agency.
