NHS Highland are recruiting for a new Assistant Director of Financial Services to lead the financial services team and undertake significant portfolio roles as appropriate.

This will include management of the function and associated staff to ensure that service delivery meets all user requirements, and the necessary professional standards.


Support and advise the Board, Committees, Directors, Senior Management Team, Chief Executive and other senior managers in ensuring the development of, commitment to, and implementation, of finance strategies and processes to ensure the financial control functions are as effective and efficient as possible.

You will support this by leading development work within Financial Services to utilise best practise and appropriate technologies and innovation.

As a member of the Senior Management Teams participate fully in the corporate management and governance of the Board, developing strategies and policies that will deliver the highest possible levels and standards of health services contributing to the strategic financial management of the Board, covering:
Financial accounting including all regulatory and statutory compliance and reporting,

Internal and external audit management,

Accounts payable,

Accounts receivable,

Treasury,

Charitable and Endowment Funds,

Financial governance including development and maintenance of the organisations internal control environment,

Development and implementation of the strategy for fraud detection and prevention.


This role covers all NHS Highland financial transactions and must ensure that all necessary legal and statutory requirements and duties are met, as well as delivering the service to provide best value.

This includes Social Care transactions under the Lead Agency model in North Highland and the IJB model in Argyll & Bute.

You will also be required to deputise for the Director of Finance as appropriate.


Experience Required -
Holds a professional accountancy qualification from a recognised Accountancy Body (e.g. CCAB, CIMA or equivalent).


Requires detailed advanced specialist knowledge & expertise in areas of International Financial Reporting Standards, UK Generally Accepted Accounting Practice, Charity sector accounting, legal and regulatory framework, financial management, NHS Scotland finance policies, financial and treasury management and other relevant aspects of legislation e.g.

Bribery act, Care in the Community Acts.

Extensive specialist experience in a senior finance role, incorporating staff management and leadership is essential.

Extensive knowledge of the local finance agenda and the strategic objectives of the NHS Board.


Informed, up-to-date knowledge of the Board's financial position and its strategies for managing this, in order that consistency of approach is applied across the organisation, as well as comprehensive knowledge of the Board's risk management and financial and corporate governance arrangements.


Ability to recognise and adapt - through significant experience - to the wide range of political and strategic/tactical viewpoints and agendas of highly senior staff, while maintaining full professionalism and sensitivity.

Knowledge and experience of strategic planning and change management techniques


Provides expert advice to other senior financial colleagues on complex areas of financial regulation and governance including counter fraud matters.
