Work closely with Associate Director and Heads of Service across Workforce Services to understand drivers for analysis and where opportunities are to make evidence-based decisions across the Hire to Retire customer journey, creating and owning a Workforce Services roadmap that underpins the delivery of the data strategy and programmes of work, both for short term and long term future direction.

This will involve analysing and interpreting highly complex information, that may be conflicting, and using judgment to enable the creation and delivery of the workforce roadmap and projects, appropriately challenging the Workforce Senior Management Team on delivery, taking into consideration resources and business drivers, and when required, working with the team to review scope, timing and resource to ensure the strategy is delivered.

Creating and owning a Workforce Services (ESR, Recruitment Services, Retirement Service and Student Bursaries) programme and project plans to achieve the overall Workforce data strategy with clearly defined tasks.

This will involve leading the planning of projects and defining the scope and deliverables, ensuring appropriate governance is in place, robust frameworks to plan and manage a continuous process of change and delivery, communicating key milestones to key stakeholders, ensuring on time delivery to expected outcomes and continual review, and adjustment where required, of accurate prioritisation, risks and mitigation.


This will involve extensive collaborative working across the whole of Workforce Services, using effective communication and influencing skills, with key business stakeholders and external contributors, and where needed, leading virtual teams to ensure delivery.

Understanding the cost and benefits for each programme/project of activity and track the realisation of these as the project is delivered and embedded.

If budget is allocated, record and monitor any budget spend against the project/programme of activity during delivery to ensure within scope.

In addition, complete a lessons learnt exercise for each completed project / programme of delivery with appropriate stakeholders to support best practice future delivery.


Partnering the Heads of Service within the Workforce Services Team, fully understanding their business priorities and future strategic aims to enable collaboration and delivery across the directorate and ultimately the Workforce data strategy.

Engaging with the Heads of Service, and Associate Director, with a breadth of positive facilitation, challenge and issue provocation, coaching and influencing to support a cohesive one team Leadership approach to the continuous process of change design and delivery.

Provide leadership for analysts across Workforce Services, setting the data vision across the directorate and setting up and leading a community for analysts across Workforce Services, to share best practice, keep up to date with BSA strategy and linking into the wider BSA DDaT team, enabling them to develop and grow their internal confidence and capabilities through an inclusive and compassionate leadership approach.

Continually developing your data management professional knowledge and skills by keeping up to date with external trends and best practice in the areas of expertise and data more broadly and have a good understanding of the role of data across the wider NHS and the role NHSBSA can play into this, liaising with key internal and external stakeholders and influencing policy decisions.


Maintain a skills matrix of data analysis and support teams across workforce, identifying opportunities to enhance skills though both internal and external training and utilise resource across workforce to suit the business priorities for and leading and managing the people data analyst team.

Where required, planning and prioritising the data analyst resource to address the overall needs across the directorate, through understanding the directorate priorities and future strategic aims.

A strategic lens will need to be applied to this to ensure it supports the current activity but also looks forward to address the long term need so work can continually actively progress.

Handling multiple sources of complex information, analysing and interpreting these, and producing a wide range of information products, such as business cases, project plans, risk logs, benefits plans, close down to ensure effective delivery across the programme life cycle.


Building active internal and external networks / relationships / partnerships within the NHS and wider organisations, to share working practices and build innovative ideas and enable the function to be more effective.

Being an active member of the Senior Leadership Community within the wider NHSBSA, continually supporting team development and challenging the status quo to ensure a consistent, value adding provision to leaders, managers and colleagues.
