Brief Description:


We're looking for a
Legal/Liability Adviser to join our Eastern Region team supporting the East Coast, East Midlands and North & East Routes which extends from Kings Cross to Berwick-upon-Tweed at a time when rail investment is at its highest level with largescale projects such as Transpennine Route Upgrade and Midland Main Line Electrification round the corner this is an excellent time to be joining the team.


The Liabilities team advise the company on Network Rail's statutory and contractual obligations for infrastructure from bridges to level crossings and drainage to pigeon nuisance; working with customers to ensure projects are delivered on time, within budget and with necessary consents as well as looking for opportunities to reduce the Company's liability and expenditure.


The Liability Adviser role is incredibly varied and with hundreds of Acts of Parliament and thousands of title deeds and historic files each day is different to the next.


Some of the key tasks in the role include:

  • Reviewing and interpreting Acts of Parliament and contracts
  • Researching and interpreting information from multiple sources
  • Liaising with internal stakeholders such as Asset Protection, Property, Sponsors, Maintenance and Level Crossing and Structures teams
  • Negotiating transactions such as those linked with closure of bridges and level crossings
  • Meeting with external stakeholders such as landowners, Highway Authorities, and user groups
  • Attending site visits/meetings and public events
  • Identifying and enabling cost saving opportunities


We are looking for someone with a legal background, who enjoys problem solving and can manage a large and varied workload.


  • Experience of dealing with legal and/or public rights of way matters
  • Strong customer service skills
  • High level of accuracy and attention to detail
  • Strong written and verbal communication skills
  • Strong time management, organisation and prioritisation skills and the ability to work under pressure
  • IT literate strong excel, word and PowerPoint knowledge

About the role (External):


Some Key Accountabilities of the role:

  • Deliver statutory and contractual advice relating to asset protection issues, informing of legal maintenance and renewal obligations in accordance with the advice of Legal Services.
  • Assist with the identification and implementation of opportunities and methods to reduce or eliminate Network Rail's obligations to renew or maintain infrastructure.
  • Progress negotiations with external parties for the reduction of liabilities and the completion of appropriate documentation.
  • Assist in the preparation of Transport and Works Act submissions and input into the resolution of issues and objections arising.
  • Advise internal stakeholders on the implications of externally promoted Transport & Works Orders. Provide recommendations to address concerns.
  • Provide specialist support to enable company responses to draft legislation and statutory consultations.
  • Progress opportunities for the closure or reduction in status of level crossings.
  • Provide advice to protect railway infrastructure assets from the unauthorised or unlawful activities by adjoining owners/occupiers.

Essential Criteria:


  • Substantial interpersonal and negotiating skills

Desirable Criteria:


  • Membership of an appropriate professional body
  • Substantial knowledge of property clearance procedures and input required to protect operational interests
  • Substantial knowledge of railway infrastructure and engineering
