About the role


As a Programme Controller, you will be accountable for accurately forecasting and managing through to delivery an assigned pipeline of non-portfolio sites.

You will work with Business Development, the Area Delivery Manager and the client to deliver a high volume of fluid sites into the delivery teams.


Your relationship with the client and the BD agent begins at the point of 'wayleave sent for client approval' and ends at expiry of the build warranty period.

You are accountable for developing an effective working relationship with the client to enable realisation of your homes passed and cost per unit targets.

Accountability for timely delivery of sites sits with the delivery teams, but you are accountable for ensuring internal financial approval, client proposal approval and site delivery readiness (i.e. works start date is agreed and scheduled) for handover to the ADM.

You will work closely with the ADM and PE to maintain adherence to your delivery plan and manage internal and external escalations accordingly.


Specific accountabilities include ensuring access, pre-construction information (PCI), owning site escalations from the ADM, stakeholder relationships and removing any blockers which puts delivery at risk.

You will do this through accurate forecasting (including system and data compliance which is critical to stakeholders), effective risk management, supply of insight, owning of client/building manager/resident etc.

What will you be doing?

  • Create a delivery plan (activities, timescales, dependency, risk) for your pipeline which balances client constraints with homes passed throughput.
  • Accuracy of milestone forecasts in Infinity from point of BD handover to site live.
  • Maintain fluidity of your sites throughout their lifecycle by managing client relationships, overcoming challenging stakeholders and escalating risks and issues.
  • Work with the delivery team and commercial team to agree and mobilise delivery methodology for each site in your pipeline.
  • Accuracy and quality of system notes, system data points, agreements and handovers to enable accurate reporting and cover Hyperoptic liability.
  • Handover of sites which are in jeopardy through formal governance process.
  • Maintain ownership of client relationships from BD handover to expiry of site warranty period.
  • Support internal and external change programmes and jeopardy management, as well as owning stakeholder relationships at a senior level between Infrastructure departments and Hyperoptic divisions.
  • Lead, motivate and matrix manage teams

What we are looking for:


  • A UK Manual driving license with no more than 6 points
  • Demonstrable experience gained leading projects by developing & maintaining project plans, managing project scope, budget, resources & managing project risks & issues
  • Strong experience in managing external & internal stakeholders
  • Proven Experience working to deadlines under pressure
  • Excellent time management & organisational skills
  • Excellent communication skills, both written & verbal with excellent presentation skills
