As an integral member of the Central Services Team, the Trust Clerk will provide dedicated, professional administrative support, advice and guidance to Local Governing Bodies within the Trust.


KEY RESPONSIBILITIES

  • To embody the vision, values and ethos of Severn Academies Educational Trust.
  • To deliver confidential governance and administrative support to the LGB/Headteachers.
  • In all things to act as the first point of contact for governance, demonstrating high standards of personal integrity, discretion and professionalism.
  • Comply with, and assist with, the development of policies and procedures across the Trust.
  • To prepare, facilitate, attend and minute Trustee meetings.
  • To provide support as required for particular activities related to the work of the Trust to include, but not limited to, Trust events, training programmes, governors briefings.
  • Attend briefings and participate in professional development opportunities.
  • Keep up to date with current educational developments and legislation affecting MAT/school governance.
  • Take responsibility for your own ongoing personal development and growth of expertise.
  • Modelling and promoting the Trust's wellbeing principles.

SPECIFIC DUTIES

  • Draft agendas and take minutes of meetings as required, and circulate minutes appropriately.
  • Prepare and track actions from meetings and follow up on outstanding actions in advance of the next meeting.
  • Provide administrative support and clerking service to Local Governing Bodies across our schools.
  • Build effective and collaborative working relationships with internal and external stakeholders sharing best practice and knowledge.
  • Provide professional Clerking support for all LGB meetings.
  • Assist with the elections of parent and staff governors.
  • Give advice and support to trustees/governors taking on new roles such as chair or chair of a committee.
  • Participate in, and contribute to the training of governors in areas appropriate to the clerking role including logging training on governor hub.
  • Maintain a file of relevant DfE/EFSA and LA documents.
  • Prepare summary minutes for the trustee board as necessary.
  • Work with the Chair and key school personnel to deliver an annual calendar of meetings and the cycle of agenda items for meetings of the trustee/governing body and its committees which runs in conjunction with the Trust Governance calendar.

MEETING DUTIES

  • Work effectively with the chair and Headteacher before the governing body meeting to prepare a purposeful agenda which takes account of the trust agenda plan, focussed on school improvement.
  • Ensure the governors and others produce agenda papers on time.
  • Produce, collate and circulate the agenda and papers via Governor Hub, so that recipients receive them at least seven clear days before the meeting.
  • Record the attendance of trustees/governors at the meeting and take appropriate action re absences.
  • Advise the governing body on governance, legislation and procedural matters where necessary before, during and after the meeting.
  • Take notes of the trustee/governing body meetings to prepare minutes, including indicating who is responsible for any agreed action.
  • Record all decisions accurately and objectively, with timescales for actions.
  • Send drafts to the chair and Headteacher for amendment and approval by the chair.
  • Advise absent governors of the date of the next meeting.
  • Keep a file of signed minutes, as an archive record, of all meetings.
  • Liaise with the chair, prior to the next meeting, to receive an update on progress of actions agreed previously by the trustee/governing body.
  • Chair that part of the meeting at which the chair is elected.

MEMBERSHIP DUTIES

  • Maintain a database of names, addresses and category of governing body members, and their term of office on Governor Hub and ensure that the DfE website Information about schools is kept up to date.
  • Work with the Chair of trustees/Governors to send a welcome pack and letter to newly appointed governors, including details of terms of office.
  • Maintain copies of current terms of reference and membership of committee and working parties, as well as nominated governors (e.g. Safeguarding).
  • Advise trustees/governors of expiry of the term of office before term expires and organise elections (staff and parent governors) or appointments in a timely manner.
  • Inform the trustee/governing body of any changes to its membership.
  • Maintain trustee/governor meeting attendance records and advise the trustee/governing body of nonattendance.
  • Ensure that a register of trustee/governing body pecuniary interests (Register of business interests) is maintained, reviewed annually, in line with Trust processes.
  • Check with the trust HR team that Disclosure and Barring Check (DBS) has been successfully carried out on all new appointees and reappointees.
