About the role:We are looking to recruit a Planning Policy Assistant to join our Planning Policy Team on a permanent, full-time basis.


About the role
The purpose of this post is to assist and support the provision of a professional planning policy service.

The post holder will achieve this by assisting in the preparation and implementation of an up-to-date development plan for the County, along with supplementary guidance, place making plans and other policy documents to ensure the sensitive management of land usage within the County.


On a day-to-day basis you will:

  • Providing planning policy advice directly to elected members, officers, developers, agents and third parties on all planning matters, both general and tailored advice. Responding directly to queries from members of the public concerning planning policy, placemaking and planning guidance, development plan monitoring and development plan research and policy consultation in general. Tailoring explanations accordingly to reflect the target audience
  • Responding to general planning policy correspondence received by Planning Policy Team
  • Assist in identifying and brining about areas for improvement both in data capture and in terms development plan delivery in the County.
  • Liaise with and share/explain relevant data/statistical information with colleagues in the Development Management and Research Services to enable annual monitoring reports (and other Welsh Government statutory performance reports including the Annual Performance Report for Planning) to be completed in a timely manner
  • Undertake site visits as necessary to assist in data and evidence gathering in relation to monitoring and review of development plan policy and guidance etc. (Exposure to dirt, dust and inclement weather can be encountered)
  • Be aware of and work to meet the Council's service and quality standards and targets, as set out in the Planning Policy Service Plan and other quality of service and target statements (including the Annual Monitoring Report)
  • Keeping abreast of new legislation and current planning trends
  • Develop and continue to develop the skills necessary to undertake this post and to identify and participate in training and development events relevant to your work
  • Carry out any such associated work as requested by the service management.
  • Assisting from time to time with other aspects of Planning Policy as may be necessary and prepare reports on changes in legislation, planning policies and other matters related to the future of land use development in the County
  • Input into all work necessary in relation to maintaining an uptodate statutory development plan and accompanying land use guidance and strategies for the County
  • Lead on some of the less controversial policy areas in relation to planning policy
  • Identify and lead on specific research projects necessary to support the preparation of and monitoring of development plans, strategies and guidance produced by the Planning Policy Team. Assist Managers to identify appropriate resources to secure delivery of research
  • Input into, and where appropriate, produce guidance (this can include supplementary planning guidance, help sheets, local development orders, place plans etc.) that would support the delivery and implementation of the Local Development Plan
  • Input into the ongoing developing, review and implementation of monitoring procedures for the planning service, feeding into the Council's statutory reporting requirements: the Annual Performance Plan and also the Local Development Plan Annual Monitoring Report
  • Organise consultation and engagement exercises associated with the policy service and participate where appropriate e.g., public meetings, workshops, open surgeries
  • Knowledge of the Council's major functions and the political and organisational context of Local Government
  • Good IT skills e.g., use of word, excel, access, mapping formats
  • Ability to communicate clearly and articulately by letter and face to face
  • Ability to listen effectively to a range of different stakeholders and deal sensitively with their needs
  • To communicate impartially and effectively with a wide range of people at various levels
  • The ability to prepare written reports
  • Good analytical skills and an ability to identify actions arising from data/monitoring information
  • Ability to work with limited supervision and to work to tight deadlines
  • Ability to pay attention to detail
  • Selfconfident with personal drive, to work flexibly and under pressure with a positive and constructive attitude
