The broad spectrum of the role encompasses administration of the Mental Health Act 1983, potential to assist with collation of statistics, information and training and development.


Working within a team, the post holder will be responsible for ensuring that the University Health Board is fully compliant with all the statutory and regulatory requirements enforced by the Mental Health Act.

This will be achieved by ensuring that all Mental Health Act documentation is correct and up to date, maintaining an accurate filing system and database of patient information.

You will be working within a busy, fast paced environment where workload priorities often change quickly.

The key duties and responsibilities of the Mental Health Administrator include:

  • Be the first point of contact for telephone and walk-in queries regarding patients detained under the Mental Health Act 1983;
  • On a daily basis, to develop relationships and communicate with all levels of staff in the UHB, external agencies such as other hospitals, solicitors, Home Office, Social Services, Police etc with regards to the administration of the Mental Health Act;
  • To acquire and maintain up to date and indepth knowledge of the Act and its Code of Practice for Wales which will allow them to provide nonclinical advice, guidance and information, patients and their nearest relative where tact, diplomacy and persuasive skills are required;
  • Coordination of the University Health Board's responsibilities across all sites within Cardiff and Vale thereby ensuring compliance in all aspects of the Mental Health Act 1983 in line with established procedures and systems;
  • High level planning and organisational skills required whilst coordinating arrangements for Mental Health Review Tribunals and Hospital Managers' hearings;
  • Responsible for ensuring full compliance by all parties to the Act whilst working within the remits of the legislation and its associated guidance by developing systems and seeking advice when necessary from the Mental Health Act Manager.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

  • Establish personal networks across the UHB to ensure all communications are of a high standard in order to achieve credibility across the range of activities required to ensure the Clinical Board provides the required data collection and reporting requirements;
  • Provide, receive and process sensitive or contentious information that may be held by the department in relation to patients detained under the Mental Health Act 1983;
  • Plan, organise and make special arrangements for meetings, such as Mental Health Review Tribunals and Hospital Manager's Hearings liaising with other staff members of all disciplines, internal and external of the organisation, including booking the appropriate venue, equipment and catering requirements;
  • Produce written minutes for meetings held as required;
  • Liaise with other hospitals nationwide and/or Welsh Government relating to documentation in the transfer of detained patients;
  • Liaise with Section 12 approved doctors outside the UHB regarding second medical recommendations;
  • Liaise with HIW to organise second opinion doctors and report any patient deaths while under detention;
  • Liaise with Hospital Managers when arranging Managers Hearings for patients detained under the Mental Health Act;
