An exciting opportunity to become a team member within the Strategic and Integrated Commissioning Service has become available.

We are looking for permanent, full time
Contract Assurance Officer (Grade 8) to join the Health/Residential Settings Contracts and Quality Team.


Health/Residential Settings Contracts and Quality Team function


The Health/Residential Settings Contracts and Quality Team has a duty to provide assurance that services commissioned meet our policy objectives of Lancashire being a Fairer, Safer and Healthier place to live.

Our aim is to have a diverse range of high-quality adult social care services in Lancashire that contribute to positive outcomes for all involved, improving and maintaining the health, well-being and quality of life for the people usingthem.


Key activities include:

  • Manage contract compliance within the residential care sector
  • Instigate a programme of system wide improvement that builds on best practice
  • Use intelligence from a variety of sources (CQC, service users, family, other health and social care professionals eg safeguarding team etc) to develop provider risk profiles
  • Lead for locality Radar group for care homes and manage related quality initiatives associated with this function.
  • Manage LCC Adult Social Care Service Provider Quality and Performance Improvement Process for the residential care sector, including chairing Quality and Performance Improvement Planning meetings
  • To lead on the monitoring & review of contracts that have a residential element
  • Manage ongoing relations with service provider and both internal and external partners (NHS, CQC) through provider forums and/or face to face contract reviews
  • Managing and analysing intelligence received by the service for residential service providers
  • Deal with a wide range of queries relating to Residential Care, including contractual queries/finance queries etc and oversee and maintain a duty rota associated with this activity.

The Role of Contract Assurance Officer


As part of the team, you can really make a difference to the quality of lives for people living within Lancashire's Care Homes, ensuring their care is safe and secure, developing relationships and working with service Providers to support them to provide the highest standard of care for the people who live there.

The Contract Assurance Officer line manages the Contract Monitoring Officers, ensuring that work is delegated appropriately.

Contract Assurance Officers will take a lead on any improvement plans that are required following a contract quality monitoring exercise, this may be done in conjunction with the Contract Monitoring Officers.


They are required to lead on key pieces of work in the team to ensure there are strong contract management arrangements in place to manage provider performance.

Identifying providers that are at high, medium or low risk to meeting LCC contractual obligations.

They are required to ensure that contracts are delivering good quality care services effectively and efficiently.

They are required to identify and support the resolution of problems which impact on the providers, or the Council's ability to deliver their contractual obligations.

They are also required to make recommendations to the Senior Quality Improvement Practitioner or Quality Improvement and Safety Specialist where there is a need for escalation.


There is a requirement to ensure that service providers are working within the terms of their contracts and providing quality and value for money for the Council and Lancashire citizens.


There is a requirement to work with Adult Social Care, Commissioning, Procurement and Legal in the development of new contracts and responding to contractual issues.

There is a requirement to actively engage with partners to develop a vibrant and sustainable market.

The post is based at County Hall, Preston however the team currently predominantly work from home, travelling when required.

Working arrangements are regularly reviewed by the Council and should it be decided that more time be spent working at a dedicated Council Office base, it will be expected that you travel regularly to Preston.
