We have a new opportunity for a Programme Officer to support Adult Community Education as part of our Children, Young People and Learning Department.

Salary:
£35,411 to £38,296 per annum

In this role you will provide essential curriculum leadership, management and specialist support across our funded programmes, specifically our Education and Skills Funding Agency (ESFA) funded English for Speakers of Other Languages (ESOL) provision.


Experience and Skills


You will have a methodical approach with attention to detail for accurate reporting and processing of finance associated with the programme and have experience of partnership working.

In addition you will have an understanding of benefits monitoring, riskmanagement and mitigation, ability to ensure that targets are on track and identifying where interventions are required.

In addition you should also be able to demonstrate the following:


Key Skills:


  • Ability to write sound and robust reports based on evidence, which are both viable and practicable and meet the needs and requirements of the programme.
  • Sound communication and interpersonal skills in order to interact effectively with partners and stakeholders and create effective working relationships. Ability to undertake facilitation.
  • Ability to research, analyse and interpret information and guidance to make effective and robust judgements and write reports.
  • Ability to anticipate problems, plan solutions and make sound pragmatic problemsolving decisions which will have a significant impact for a unit or the organisation, particularly in relation to capacity, capability, flexibility and engagement.
  • Understanding of financial and budgetary information with ability to use Excel spreadsheets to interpret and manipulate data. Skills in using financial reporting tools such as SAP/ Oracle to provide clear accounting headlines, identify financial risks andsupport strategic planning or actions.
  • Good general IT literacy, and ability to use various social media platforms to promote team activities.

Qualifications and/or experience:


  • Degree or equivalent vocational qualification / experience in project or contract management.
  • Significant relevant theoretical or organisational knowledge, across West Sussex County Council and other District and Learning Provider partners, of systems, procedures and policies associated with providing a professional lead on complex issues whichoften have significant business or organisational implications.
  • Previous experience of partnership working.
  • Previous experience of a coordinator role, drawing together a range of activities.
  • Understanding of benefits monitoring, risk management and mitigation.
  • Experience of funding models and associated administrative tasks and statutory responsibilities.
