Gender and Inclusion Lead – FSG Plus

Are you an experienced Gender and Inclusion expert looking for a new challenge? Would you like to work with a large and diverse portfolio of financial service providers to drive change? Do you have experience of working with a broad range of stakeholders to deliver high quality, impactful results? Are you passionate about transforming ideas into action? If so, we would like to hear from you.

    FSG Plus – Background

British International Investment (BII) is the UK's development finance institution. BII invests with the aim of solving the biggest global development challenges by investing patient, flexible capital to support private sector growth and innovation. BII has over 70 years of experience successfully supporting the sustainable, long-term growth of businesses in Africa and Asia, and has recently expanded to invest in the Indo-Pacific and the Caribbean.

BII invests to achieve impact and a financial return. Over the past five years, BII has committed almost £7 billion of new investments, with net assets growing in value to approximately £7.5 billion. BII is now invested in 1,200 businesses which directly employ over 900,000 workers and support many more. Over the next five years, BII plans to grow further, and aims to commit around £9 billion of new investments over the period. BII has a longstanding commitment to Financial Services (with a portfolio of over $2bn invested in financial services across more than 150 investees, which represents about one third of BII's total portfolio by value). Over the last three years, BII has scaled-up its technical assistance activity to unlock impactful investments and promote sustained practice changes in financial services providers, leading to improvements in the relevance, quality, affordability, and/or accessibility of finance services for underserved groups, green sectors, and/or high impact SMEs. BII launched Financial Services Group Plus (FSG Plus), a flagship technical assistance facility for the financial service sector, implemented by DAI. FSG Plus acts as an extension of BII Plus, BII's overall technical assistance facility.

FSG Plus provides a systematic approach to the delivery of technical assistance, working with Financial Institutions to catalyse investment in low carbon, gender and inclusion, and climate resilient projects. FSG Plus is seeking a Gender and Inclusion Lead, who will have responsibility over FSG Plus' pipeline and portfolio of gender and inclusion projects.

    Tasks and Responsibilities

As part of a dynamic and proactive team, the Gender and Inclusion Lead is expected to:

    1. Engage with internal BII stakeholders, and primarily the Gender and Diversity team, to support TA project pipeline development.

    2. Play a collaborative and proactive role as part of the FSG Plus Core Team reporting to the FSG Plus Technical Director and working closely with other team members.

    3. Support the Technical Director in the development of Gender and/or Inclusion related Concept Notes for potential TA Projects, leading on identification of TA needs, project design, socialisation with internal (and, where relevant, external) stakeholders, and the development of Concept Notes and Application Forms for successful project approval.

    4. Provide hands-on, end-to-end support throughout the project life cycle, i.e., leading on project development, approval and delivery for gender and inclusion related projects.

    5. Provide technical oversight and project management of TA projects under delivery, including management of external TA providers.

    6. Contribute to thinking about new ideas on Gender and Inclusion to support Facility Strategy.

    7. Conduct Quality Assurance of FSG Plus Gender and Inclusion projects in the portfolio, i.e., reviewing and providing feedback on project deliverables and reporting.

    8. Contribute to and lead the development of a standardised gender and inclusion framework to serve as a first point of discussion with Financial Institutions and BII teams.

    9. Present findings at senior stakeholder presentations and webinars.

    10. Contribute to FSG Plus reporting as required.

The Gender and Inclusion Lead will:

    1. Have experience in working within or with financial institutions in BII's core markets.

    2. Have experience in the identification and implementation of gender-smart and inclusion focused TA interventions.

    3. Be familiar with the 2X Criteria and industry wide measures (IRIS+, GIIN Gender Framework, etc.).

    4. Have experience in undertaking upfront gender analysis to inform project design for Financial Institutions.

    5. Have experience in the development of financial products and the enhancement/improvement of systems and processes to catalyse gender lens investment and inclusion.

    6. Ensure Technical Assistance provided to Financial Institutions de-risks and catalyses investment, supporting FIs in tailoring financial products to serve the specific needs of underserved groups.

    7. Facilitate behaviour change and learning through data collection and research.

    8. Liaise with a variety of stakeholders, including BII's internal Gender and Diversity team, the Gender Finance Working Group, Financial Institutions, Fund Managers, Technical Assistance Providers, Leadership Teams, portfolio companies, etc.

Level of Effort, Deliverables and Timeline

The Gender and Inclusion Lead will be allocated approximately 9 days per month, until end 2026. In virtue of promoting an embedded, collaborative, and responsive approach to stakeholder management and contribute towards building strong relationships, this position will be required to work from BII's offices in London Victoria once a week.
