Are you interested in working in a high-profile policy area that will have a measurable impact on the Government's efforts to both stimulate economic growth and reach our commitments on Net Zero for 2050? NZBI - Buildings and Infrastructure Portfolio directorate operates an ambitious policy portfolio that will lead the way in delivering the UK's vision for a clean and resilient energy system, and decarbonising buildings to meet Net Zero ambitions, while ensuring a strong green recovery for the UK economy in response to COVID-19.


The Public Sector Decarbonisation Scheme Delivery Team sits within the directorate and is responsible for delivering the Public Sector Decarbonisation Scheme.

The Public Sector Decarbonisation Scheme provides grants for public sector bodies to fund heat decarbonisation and energy efficiency measures. The scheme currently consists of three phases, each of which are managed by the DESNZ delivery body Salix Finance.


Decarbonising the public sector will be crucial both in making a direct contribution to delivery of net zero and in showing leadership to the rest of the economy, and the team is responsible for exciting and fast paced work.

The team is looking to recruit a HEO to deliver the Public Sector Decarbonisation Scheme.

The role will be key to ensuring successful delivery of the high profile scheme and will involve working collaboratively in a fast paced team.

The role holder will be required to be flexible and have the ability to prioritise competing tasks.

The role covers a variety of exciting tasks in delivering the scheme


These will include:

  • Supporting the delivery team in monitoring and proactively managing the progress of the scheme against its objectives.
  • Interrogating and analysing the monitoring data provided by the scheme's delivery partner, for example, on project change requests and delivery confidence. Proactively identifying and mitigating risk, and working with the delivery partner and wider team to continuously improve and refine the monitoring and reporting processes.
  • Ensuring scheme date is accurate and up to date, and that it is effectively fed into parallel workstreams, such as Communications and Engagement, and the fortnightly Joint Delivery Group.
  • Producing intuitive and accessible visuals and representations of scheme data to inform delivery management decisions and sight Ministers and senior officials on scheme progress.
  • Monitoring the scheme's forecast and actual spend to provide assurance on scheme progress and adherence to spend profile and budget restrictions.
  • Working closely with the evaluation team, providing clarification on policy issues and supporting a robust and effective evaluation of the scheme.
