The new Capital Projects, Performance and PFI function sits within the wider Assets, Capital and Commercial Service in Cornwall Council.

The new function is a key part of the move to introduce a new operating model for the oversight and delivery of the Council's capital programme.


Cornwall Council currently delivers a Capital Programme in the region of £250m per annum comprising of public works across economic and social infrastructure.

The Capital Projects, Performance and PFI function brings together expertise and best practice to help transform the market and support the Council to be more effective in the delivery of public works projects and programmes in terms of how they are assessed, defined, procured and managed.


The function also encompasses:


The effective management of the PFI portfolio encompassing Leisure, Schools, Fire and assisting the Waste service with a long-term waste disposal PFI contract.

The Cornwall Housing Limited (CHL) Client Role including managing the contract with CHL who manage 10,000 houses across Cornwall.


About the role


The Head of Capital Projects, Performance & PFI is a new role and one of the Senior Leadership roles in the Customer and Support Services Directorate reporting to the Service Director of Assets, Capital and Commercial Services.


This role will be at the forefront the Council's delivery of capital projects in the region of £250m per annum.

The role is critical to the implementation and adoption of a new operating model which will see the majority of design and delivery undertaken through the external supply chain in future, with the Capital team as the sole lead interface with the external market.

The post holder will work to create and embed alignment between the commercial and capital projects teams to optimise this, as well as with key sponsoring services from across the wider Council functions.


The role includes performance management of the Council's housing company and setting priorities and key outcomes required in the CHL Business Plan, taking a long term perspective of the housing assets of the Council.

The post holder will create a positive partnership with the Managing Director of CHL helping to deliver a great housing service for tenants.


The role will also be responsible for the Council's PFI contracts encompassing Leisure, Schools, Fire and assisting the Waste service with a long-term waste disposal PFI contract.


About you
This is a leadership role with responsibility for specialist and complex duties. We are seeking a determined and experienced individual who can act with a high degree of autonomy and discretion.


The new operating model provides the direction of travel for this new service, representing a significant shift from the current approach.

The post holder will relish the opportunity to further develop and embed this model within the function and in terms of its interfaces and requirements on other Council services.

As such the post holder will feel comfortable managing this kind of transformation, delivering new working policies and practices alongside cultural change.
