Temporary Technical Officer - Regulatory Service

Pay Rate:
£14.41 per hour PAYE


This opening assignment is for 2-3 months

Hybrid working - office location Kidderminster but required to undertake site visits in Bromsgrove and Redditch Council areas.

A full, valid driving licence or the ability to travel during the course of work. The purpose of the role is to undertake inspections of business and domestic premises to ensure compliance with the relevant legislative requirements. Receive, respond to and investigate to complaints relating to industrial, commercial and domestic premises and businesses, identifying unfair trading practices and breaches of a civil or criminal nature with a view to taking remedial action.


Key Responsibilities:


  • Provide advice and information to the public and /or businesses on legislation related to Regulatory Services.
  • Investigate, and carry out monitoring of, complaints and incidents including analysis and interpretation of results, taking statements, executing warrants, gathering evidence, preparing reports for formal action and issuing warnings for minor noncompliances.
  • Carry out routine inspections of trading premises, land and vehicles and to undertake sampling, seizures, and examinations of goods and services.
  • Following authorisation by a senior officer, to serve and enforce notices and undertake other legal and informal interventions.
  • Prepare reports for colleagues and senior officers as requested.
  • Appear as a witness and give evidence in Court when required.
  • Where necessary, to facilitate the resolution of disputes between consumers and traders in accordance with Council policy.
  • Arrange for testing and analysis of samples, and interpretation of results.
  • Liaise with outside agencies including Environment Agency, Health Protection Agency, Police and HMRC to ensure the protection of consumers and public health.
  • Monitor complaints against traders, taking action under the Enterprise Act against traders for persistent breaches of the law.
  • Participate in public relations exercises, displays, and exhibitions for consumers, traders and other representative groups.
  • Devise and be involved in initiatives for the development of the service in order to make it more accessible to Service users and partners.

Qualifications:


  • Educated to A level or equivalent (minimum).
  • Foundation Certificate in Consumer Affairs and Trading Standards.

Skills & Experience:


  • Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  • Experience of dealing with members of the public
  • Experience of working within a Regulatory Service desirable.
  • Good communication skills both written and oral.
  • Work on own initiative with the minimum of supervision.
  • Able to use appropriate equipment provided for the post.
  • Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
