This is a permanent post based in the Functional Reform Directorate. Based nationally.


Salary and Grade
This post is SEO.

It is available to SEOs on a level transfer and high performing HEOs on promotion who are able to demonstrate the required skills and experience.

New entrants to the Civil Service will be expected to join on the minimum of the pay range.

Existing Civil Servants will have their salary calculated in accordance with the Department's pay on transfer / pay on promotion rules.


The Functional Reform Directorate:


The Functional Reform Directorate leads the strategy to review Functional Leadership to maximise productivity, impact and efficiencies by Functions working together and more closely with partners across MoJ, its agencies and arm's length bodies.

The Directorate drives forward an important agenda of Functional Reform in MoJ which includes a focus on standards, skills and service quality.

MoJ moved to a more integrated operating model (Functional Leadership) for the delivery of corporate and professional services in 2017.

Functional Reform Skills' Standard Team:


The Functional Reform Skills' Standard Team leads the work to map and understand the skills that enable functions to achieve their standards while complementing wider Cross-Government activity across the Functions.

Our challenge is to develop a clear picture across MoJ Functions to establish a skills standard to enable the achievement of Functional Standards and support functions to deliver high quality services and avoid duplication while sharing good practice and knowledge.

The Team is committed to building strong, influential relationships across government and with the professions and teams that make up Functions.


We are seeking to recruit a SEO which will support this priority to ensure we meet the needs of the business and support strategic decision-making around skills at the monthly Functional Forum attended by Functional Directors and chaired by the Director General.


The Role:


As the Skills and Engagement Lead, you will have a crucial role in managing and driving forward a programme of work that will work across the organisation to map and create a clear picture of skills within the Functions.

Success in this role will lean heavily on the ability to build strong relationships, think critically while delivering at pace.

You will have regular contact with senior leaders play a key role in working with stakeholders and partners.


This role provides a unique chance to be at the forefront of influencing progress and change to enable our Functions work to the highest standards.

There will be opportunities to develop strengths and skills as it will involve working closely with the G6 Head of the Skills Standard team and the G7 Implementation Lead.

You will also undertake research focusing on skills and identifying interdependencies across the functions. You will evaluate evidence to ensure proposals to the MoJ Functional Forum are grounded in insight.

We're looking for someone who will be able to speak confidently about the work and its purpose and relevance to the strategic direction of MoJ Functions while comfortable running focus groups and working with analysis or commissioning research.


Main Activities / Responsibilities
This role will suit someone who is self-motivated and well-organised.

There will be opportunities to develop leadership and senior project management skills, working across the department and in other Government departments.

In supporting the Directorate to achieve its objectives, you will be expected to:

  • Champion functional reform, supporting the Functional Skills Standard Team to help drive the functional reform agenda. Cascade the vision and translate it into delivery objectives for the team.
