Job description:


The Head of Coastal Resources plays a crucial role within HM Coastguard (HMCG) by ensuring that Maritime Operations, Counter Pollution and Coastal Operations have the correct technical equipment, clothing, vehicles, protective equipment, and resources to do their work safely and efficiently.


Sitting within HMCG's Business, Governance and Infrastructure Unit and reporting directly to the Assistant Chief Coastguard HQ and Support, the successful individual will be responsible for leading and taking strategic oversight of the Coastal Resources team to ensure, amongst other things, that our operations room staff are supplied with uniforms, that our counter pollution staff have the right quantity of pollution dispersant and booms in the right locations, and that our coastal rescue teams have the appropriate technical and safety equipment they need to deliver search and rescue operations around our coasts.


The role holder will collaborate and build up successful relationships with wider MCA colleagues such as those in the Directorate of Maritime Safety and Standards, providing resources for their maritime surveyors, and also with external stakeholders when carrying out responsibilities such as contract management and negotiation for a large volume of HMCG contracts.


The Head of Coastal Resources is a rewarding role and is invaluable in ensuring the operational effectiveness of the MCA frontline operations and for the safety of its personnel and volunteers.

This role will be based in the Southampton HQ.

MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.

Details of the arrangement will be discussed further with your line manager.


There may be a requirement for travel on official duty and to attend formal training events within the UK and overseas or offshore, which may involve overnight stays away from home.

A full driving licence valid for driving in the UK is required.

This role is offered on a full time basis only.


Person specification:


Responsibilities include but are not limited to:

  • Preparing, monitoring, and managing a programme and capital budget of circa. £5.5m per annum. Ensuring compliance with financial governance and stewardship of public funds, and the preparation of accurate monthly financial reports.
  • Having strategic oversight of operational resourcing with HM Coastguard which will include engaging and liaising with operational staff, senior management, and wider MCA business functions to identify operational need, review current and future capability and identify any shortfalls.
  • Preparing and submitting business cases for governance board approval, writing of technical specifications, and procuring resources in line with government and MCA procurement rules and best practice. This includes holding contract negotiations to ensure best service and value for money is achieved.
  • Project managing the purchase of new vehicles, equipment, and capabilities into service including fit out and delivery. Assist in the development of policies and associated training for new equipment and resources.
  • Monitoring developments and identifying new technology or equipment to meet HM Coastguard's operational delivery requirements. Where necessary set up and lead the trial and evaluation process for new equipment ensuring effective validation and verification of results.
