Job summary:


The Prime Minister's Office enables the Prime Minster to deliver the Government's overall priorities and to communicate the Government's policies to Parliament, the public and international audiences.

From the Policy Unit, Press Office, Switchboard and Custodians, to the Events & Visits team and the world class Private Office support; the diverse Downing Street team draws on varied expertise from across the Civil Service and beyond.

The teams come together to deliver excellent service to the Prime Minister while also making No10 a great place to work.


The No10 Delivery Unit (10DU) was set up in June 2021 as a new, powerful capability in the heart of government to drive forward ambitious agendas for the country.

10DU focuses on core elements of the PM's mission - levelling up, safer streets, education, jobs and skills, health and social care and energy and net zero.

It works as an integral part of No10, acting as the guardian of the centre's delivery priorities and the associated tools and techniques for getting things done.

As such, it supports capacity building in government departments, and takes a clear leadership role in how we can collectively achieve successful delivery of the Government's ambitious agenda for the people of this country.

Currently 10DU comprises around 30 staff, split across the five mission.

Staff across the unit come from a wide range of background such as consultancy, local authorities, analytical, policy and delivery specialists.

This small unit work to drive progress against the PM's missions across government - delivering through others across both Whitehall and external partners.


Job description:


You will be based in 10DU's Energy and Net Zero team, where you will be tackling some of the most pressing problems of our time, right in the heart of government.

This is a demanding and intellectually stimulating role, providing an opportunity to combine your ability to rapidly structure problems, with an ability to influence the most powerful decision makers in the country.

The types of projects you will lead on in this role - from accelerating delivery of offshore wind, to keeping carbon capture technology and greener buildings commitments on track - will give you an unparalleled opportunity to have a high and far-reaching impact on citizens and organisations across the UK.


Main responsibilities include:

  • Working closely with relevant departments, within No10, and external partners in the delivery chain to define delivery success
- providing advice about ambitious but achievable targets and trajectories and scrutinising plans for their delivery;

  • Rigorously and objectively assessing delivery performance drawing on quantitative and qualitative evidence to appraise whether performance is on track or at risk, and why this is the case;
  • Identifying interventions, drawing on creative ways of working and structuring a problem;
  • Persuasively negotiating with very senior stakeholders within No10, across government and with our delivery partners to gain buyin for your team's solution and drive the best outcome for the public;

Person specification:

Essential Skills & Experience;

  • The ability to manage complex projects in a multistakeholder environment, driving progress at pace, in the face of a range of competing views and priorities;
  • Excellent problem solving and analytical skills providing you with the ability to rapidly structure a problem;
  • Political awareness and strategic analysis skills that can be deployed flexibly across a wide range of priorities;
  • Highly developed communication and networking skills. An ability to quickly build strong relationships and operate with very senior stakeholders in order to navigate the centre of government and relationships with government departments. Skills to translate complex information into meaningful, easily understood narratives to persuade stakeholders incl. ministers to take a particular action and to aid decision making;
Desirable Skills & Experience;

  • Experience of working on energy and/or net zero, and a demonstrated understanding of complex delivery systems;
  • Data analysis skills; the ability to interrogate data and evidence in order to hold departments to account for their delivery.
