Introduction:

The Finance, Portfolio and Performance (FPP) team is critical to supporting a thriving Parliamentary democracy.

We play a leading role in delivering the House of Commons' Strategy and corporate priorities through business and financial planning, analysing performance, and supporting the delivery of projects and programmes across Parliament.

Equally important are the financial services, systems, accounting, reporting and Members' services that we provide to keep the House of Commons Service working effectively and efficiently on a day-to-day basis.


The Role:


The House of Commons has recently undertaken an independent review into financial management, examining key elements of financial management, including contract management, to ensure the House has robust processes and controls in place to manage its finances.

The jobholder will have a key role to play in supporting the implementation of recommendations following the review, including supporting the renewal of the finance system.

The post has management responsibility for two direct reports, Head of Financial Services and Head of Systems Accounting Team.

Some of the responsibilities for this role include:

  • Oversee the management of the efficient delivery of financial operations within the House of Commons that also supports the House of Lords.
  • Support an effective and secure financial systems, data and technology across the organisation, including effective controls and risk management with a strong focus on delivering value for money in everything we do.
  • Deliver business change to enhance management information and financial process to ensure the House can effectively prioritise delivery and ensure value for money in the achievements of the strategic objectives.
  • Provide excellent customer service, through developing trusted relationships with key internal and external stakeholders, customers and suppliers, including Members of Parliament and the House of Lords. Overseeing the successful relationships with commercial banking, Government Banking Service and HMRC and other key service providers.

Skills and Experience:

To be successful in this role you will demonstrate:

  • Strong financial strategy and transformation skills and acumen, with significant experience in supporting change and improvement in a complex environment.
  • Highly developed staff management and leadership skills, with significant experience of developing and supporting a professional and trusted team, whilst maintaining the principles of equality, diversity and inclusion.
  • Excellent interpersonal skills, with the ability to collaborate with a diverse range of people, communicate simply and clearly to manage stakeholders' expectations and facilitate difficult discussions within the team or with stakeholders
