Job summary:


The Shared Rural Network (SRN) is a world-leading £1 billion government deal with the UK's four Mobile Network Operators (MNOs) EE, O2, Three and Vodafone that will see both public and private investment in a network of new and existing phone masts closing not-spots and levelling up connectivity across every corner of the UK.

It will ensure geographic coverage from at least one operator to 95% of the UK and improve mobile coverage for an extra 280,000 premises and 16,000km of roads - giving the UK the world-class digital infrastructure it deserves.


The programme will lead to increases in coverage across all four nations, with the biggest coverage improvements in rural parts of Scotland, Northern Ireland and Wales.

The Government is investing £500 million to build new masts in areas with no existing infrastructure.

This includes £185m in Government funding (£130m in direct funding from DCMS to Home Office and £54m paid to Mobile Network Operators from the Grant funding) to upgrade Extended Area Service (EAS) masts being built as part of the Emergency Services Network (ESN) to make them usable by the four MNOs.

This will help eliminate 'total not-spots' (TNS) - the hard to reach areas where there is currently no coverage at all from any operator.

These two elements combined will provide 2% coverage (1% EAS & 1% TNS).


This is an exciting role which will have responsibility for supporting the technical delivery of the Shared Rural Network (SRN) Programme as it moves into full operational delivery.

Working closely with the Head of Mobile Technical Advice and fellow Band As, the post holder will provide expertise with relation to technical mobile coverage delivery, leading negotiations with key partners and assuring technical delivery for over £350m worth of grant funding claims.


This will include working with and developing close working relationships with a variety of internal and external stakeholders including HM Treasury, Infrastructure and Projects Authority, Home Office, mobile network operators and DMSL (a mobile operator joint venture).

Flexibility will be key to success and the post holder will have scope to develop their role.


Job description:


  • Understanding and communicating a daytoday view of the SRN programme (Total Not Spots (TNS), Extended Area Service (EAS) and Partial Not Spots (PNS)) identifying opportunities and threats, and advising the Head of SRN Programme and SRN team on these.
  • Proactively identifying actions and solutions to ensure the SRN programme remains on track.
  • Participate/lead in negotiations (working closely with commercial and financial colleagues) with DMSL, the MNOs, the Home Office and other relevant parties to ensure all necessary agreements and changes are in place.
  • Supporting grant agreement negotiations, drafting of GA changes with leads and lawyers, reviewing grant claims.
  • Advising the BDUK SRN team on technical and delivery issues for each part of the programme (TNS, EAS and PNS).
  • Maintaining positive working relationships with DMSL, the MNOs and the Home Office.
  • Assist in analysis of coverage benefits to support value for money decisions and forecasting.
  • Interacting with key stakeholders such as the Digital Infrastructure (policy) team, HMT, IPA (Infrastructure Project Authority), Ofcom, commercial and finance teams, to ensure alignment with SRN programme.
  • Lead SRN future proofing activities.
  • Providing advice to the Home Office and DMSL teams based on previous experience of network delivery, with a focus on pragmatically driving progress.
  • Perform relevant technical approvals for TNS grant claims and EAS site spend approvals.
  • Work closely with the Head of Mobile Technical Advice.

Person specification:


Essential Requirements

  • Extensive technical knowledge of mobile networks, including radio and transmission.
  • Proven ability to develop and communicate strategy and architecture.
  • Collaborative problem solving skills.
  • Experience of working closely with Senior Leadership.
  • Good leadership, people and influencing skills, ability to work with multiple internal and external stakeholders.
  • Experience of negotiations with suppliers, network operators and policy makers.
  • Good commercial and financial acumen.
  • Experience as Head or Principal Architect within a Mobile Network Operator.
Desirable Skills

  • Experience of working with Government and Ofcom.
