Interim Procurement Officer - Construction & FM

Pay rate £323.29 per day PAYE

This opening assignment is for 5-6 months To support the Procurement Manager and Service Areas within the Place Directorate in a collaborative way and help deliver key outcomes Key responsibilities:

  • Provide professional support to the Commissioning/Procurement team
  • Develop excellent relationships with both internal and external stakeholders to maximise understanding of commissioning and procurement to deliver positive outcomes
  • Maintaining the Council's commissioning and procurement guidance materials and templates
  • Deliver low value request for quotations
  • Provide procurement advice and signposting to further support
  • Manage the commissioning mailbox, ensuring stakeholder queries are responded to in a timely manner
  • Continuously look at how the Commissioning and procurement function can be improved, including actively seeking and responding to customer feedback

  • Professional qualification (or willing to work towards one)
  • Good knowledge of commissioning and procurement best practice
  • Excellent knowledge of Public Contracts Regulations (PCR 2015)
  • Appropriate procurement experience in a public sector environment
  • Experience of etendering portals
  • Experience of formal report writing and excellent writing skills
  • Experience of planning, organising and prioritising workload
  • 2 Years work experience undertaking the assembly of Tender Packs (Invitation To Tender / Request for Quotation) and can demonstrate experience working with Client Project Teams / Internal Departments (Legal / Insurance / Data Officers / etc) to assist with drafting documents with the Client Project Team and ensure the Tender Packs are complete with all relevant information (including weightings and subcriteria). All as supported and guided by the Category Manager. This may include experience of supporting market engagement activities.
  • Experience of using large Public Buying Organisations(PBOs) frameworks for Call-Off Contracts e.g. ESPO, YPO
  • Experience of CCS frameworks for Call-Off Contracts
  • Excellent communications and influencing skills
  • Ability to manage multiple projects and effectively manage own workload
