Temporary Senior Policy Officer - Housing

£19.31 per hour PAYE


This opening assignment is for 2-3 months The purpose of the role is to assist the Strategic Housing Manager to develop, deliver and monitor the Housing Strategy priorities which include assessing the current and future housing needs across the authority and ensuring that there is a wide choice of housing types to support the creation of balanced and sustainable communities and meet the needs of vulnerable residents.


Key Responsibilities:


  • To manage the Policy and Development officers on a daily basis, ensuring all objectives and standards of service are met and coordinated to the highest possible standard.
  • Lead on Housing Projects across all Housing service areas which will deliver the Housing Strategy Priorities and develop new innovative approaches, ensuring better alignment and coordination of housing strategies with the Local Plan and other Corporate and Internal strategies. (When developing strategies consideration needs to be taken into account of the Crime and Disorder Act, Data Protection Act, Equality and Diversity legislation, Health and Safety and any other relevant legislation).
  • On request prepare reports and attend appropriate committee meeting to ensure that the Council are advised on the implications of relevant legislation and policies.
  • Lead in the effective engagement and dialogue with residents of Cheshire East to ensure that their views and needs are taken into account in the development of policies and strategies.
  • Develop and maintain internal and external partnerships/relationships to enhance service delivery including Registered Providers, Social Care, Children's Services, Health and Supported Housing Providers.
  • Lead in the performance monitoring of the department, including ELASH (English Local Authority Statistics on Housing) in accordance with Government guidelines and timescales.
  • Actively promote the service through professional presentations where appropriate.
  • To commission and keep up to date information relating to housing need/supply and demand, in order to establish a robust and shared understanding of the trends and drivers and the wider implications.
  • Provide a key point of liaison and negotiation with Registered Housing Providers and Housing Developers in assembling value for money affordable housing schemes.
  • Contributing towards section 106 negotiations and provide specialist advice to Development Management and Legal Services regarding the number, type and tenure mix of affordable homes required on development sites through identification of housing needs. Working closely with the Homes and Communities
  • Agency and Registered Social Landlords to maximize funding opportunities through the National Affordable Housing Programme.

Qualifications:


  • Educated to degree level or equivalent.

Skills & Experience:


  • Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  • Proven experience in housing policy/strategy/related field.
  • Experience of housingrelated policy work in a local authority or other public sector setting and in the provision of affordable housing.
  • Experience of monitoring statistics and interpreting data.
  • Project planning and effective performance management.
  • Managing and delivering research projects. Supervisory, motivational and leadership skills.
  • Developed verbal and written communication skills able to convey complex information to a range of individuals, including nonspecialist, in a clear, jargon
- free and concise manner.

  • Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).

Knowledge:


  • Significant knowledge of housing policy/strategy.
  • Comprehensive knowledge of all appropriate regulation, legislation and practice.
  • Knowledge of procurement and financial regulations.
  • Detailed understanding of the assessment of housing needs, affordable housing delivery tools and strategic housing.
  • Understanding of data protection, freedom of information and confidentiality requirements.
