Job Details


In this role you will be focussed upon supporting local councils improving the condition and management of homes within the private rented sector including houses in multiple occupation.

The key services include landlord enforcement, selective licensing and landlord accreditation.


This is an interesting and varied role, in which you will be responsible for, and lead on the inspection of private rented properties, which will include preparing documentation, gathering evidence for legal proceedings and working together with external bodies as required.

It is essential you have the knowledge and experience to identify property defects and be able to propose solutions. It is essential you have the ability to communicate with our clients in a caring, sensitive and tactful manner.


In addition, there will be the opportunity to support with Disability Facilities Grants, supporting Local Councils with the Occupational Health liaison, surveying, providing detailed plans/drawings including presentation to end users and Council building control.

Management of contractors including tender process and providing support to completion.


Key tasks and responsibilities:


Not limited to:


  • To maintain project specific risk and opportunities registers within a suite of Project Management Reports
  • To provide period progress reports and highlight/escalate project slippage to both internal and external stakeholders
  • To ensure that all service delivery functions are in place and aligned to project delivery
  • To develop and maintain effective working relationships with all internal/external staff and managers to ensure customer needs are properly understood and met or exceeded
  • To provide 2D AutoCAD to provide accurate building updates and specifications
  • To carry out detailed inspections of dwellings in connection with assessments of housing conditions, including grants, block schemes, vacant properties, HMOs, and the enforcement of housing standards.
  • To visit clients in their homes in order to advise about repairs or adaptations, prepare Schedules of Work, discuss alternative solutions etc. to determine the most satisfactory course of action.
  • To prepare schedules of defects and recommend priorities.
  • To prepare preliminary estimates for prospective work.
  • Where appropriate, to prepare initial drawings and Specifications for repairs, adaptations and improvements.
  • To seek out and evaluate estimates for work and report these to the Enforcement Officer/Project Officer and client if required.
  • In consultation with the Enforcement Officer/Project Officer, to arrange for instructions to be given to contractors.
  • To monitor the implementation of improvement and repair works through to practical completion.
  • As required, provide verbal and written summaries of work and reports to the Enforcement Officer/Project Officer and statutory bodies.
  • To liaise and attend meetings with other Council Officers, agency services, contractors, residents and others during and outside normal office hours as necessary.
  • To carry out social and customer surveys.
  • To monitor contractor performance as necessary.
  • To keep uptodate with current legislation and information on Local Authority grants, alternative sources of finance, housing options and Building Regulations.
