Based at Darlington Memorial Hospital but may be required to cover other QEF sites


Summary of the Role:


To be the primary lead within the Estates Building team regarding Building related operational and maintenance works, to ensure the efficient operation of the building and grounds organisation, including the planning, monitoring and co-ordination of the building maintenance programmes.

Co-ordination and overseeing of capital schemes along with direct management of small capital projects.


Must be fully aware of their Health and Safety responsibilities, ensuring that all maintenance work and alterations are carried out in a safe manner in order to avoid any danger to the direct and indirect labour force whilst undertaking the work, as well as users of QEFs contracted sites.


Must be able to work and act on his/her own initiative and possess the ability to communicate effectively, in a pleasant manner, with all other members of staff within QEF, as well as users of QEFs contracted sites.


Key Responsibilities

Responsible for building maintenance on a day to day basis, including dealing effectively with operational incidents as and when they arise.

  • Effectively diagnose building faults and instigate repairs in a timely manner.
  • Design and preparation of drawings and specifications for revenue and capital works carried out by contract and direct labour.
  • Contract administration, including preparation of tender documents, forms of contract, etcetera, in compliance with QEFs policies and procedures.
  • Costing and delivery of minor new works requests and ward allocation works to the request of customer to the environmental benefit of Users.
  • Control of contractors on maintenance and capital projects.
  • Investigate building condition and complaints, including health and safety at work matters and incident reporting.
  • Preparation of feasibility studies and estimates for schemes.
  • Exchange technical information with specialists/non specialists.
  • Preparation of reports on building related issues.
  • Provide effective financial control of schemes.
  • Organise and implement programmes of building maintenance, taking into account the operational requirements of the unit.
  • Control, use, purchase and storage of materials and equipment, including stocktaking, authorising work, raising official orders and authorising payments.
  • Preparation and submission of plans and specifications for Building and Planning Regulation approval. Also to ensure all works are carried out in accordance with Health and Safety, CDM, DDA and all other allied legislation.
  • Contribute to the formulation of improved operational and maintenance programmes.
  • Carry out building condition surveys and maintain computer database systems.
  • Keeping Estates record drawings up to date using Autocad software.
  • Carry out risk assessments for building related issues.
  • Operate a sound personnel safety policy for all building staff.
  • Monitor building standards and quality control.
  • Clerk of work duties as agreed with line management.
  • Contribute to grounds and gardens maintenance, including inclement weather procedures.
  • Carry out sickness absence monitoring for workforce, including maintaining records.
  • Liaise with development and engineering colleagues as required, and also with users, department heads and staff, contractors, etcetera, in order to plan and prioritise maintenance projects.
  • Oversee commissioning of completed schemes
  • 37.5 hours are currently worked over 5 days: 8.00am 4.00pm Monday to Friday.
  • Flexible working arrangements may be considered in line with QEFs Policy.
  • QEF reserves the right to alter these arrangements within appropriate negotiated agreements.
  • Overtime working will be required from time to time and the post holder may, on occasions, be asked to return to work to deal with emergency situations that may arise outside of normal working hours.
  • Hours worked beyond the normal working week will be paid for at the appropriate overtime rates.

Working Relationships & Contacts

  • Management of building biased maintenance staff
  • Day to day contact with directly managed QEF staff, Joiners, Painters, and Gardeners.
  • Day to day management of contractors undertaking maintenance work.
  • Liaising with clinical staff of all levels
  • Liaising with other departments within QEF

Job Dimensions:
