This wide-ranging strategic role will decisively influence and drive the strategic development of the Trust.

Reporting to the Trust Chief Executive, and working closely with the Board and the Executive Directors, the Director of Finance will help to formulate strategic planning and decision-making; will be pivotal to the successful achievement of the Trust's strategic objectives and annual budget; and will play a central part in the effective commercial and operational management of the Trust's central financial functions.

The post holder will contribute fully to all aspects of Trust business.

They are responsible for the Trust's financial management and regulation, and for providing financial advice to the Board of Directors, Chief Executive and Trust Management Board.

The role may be amended to incorporate other duties or respond to changes in organisational need.


As an Executive Director of a Foundation Trust, the post holder is a full Trust Board member and thus responsible for all aspects of the running of the Trust and its strategic development.

All Executive Directors of the trust will have a major technical component to their role but cannot be limited to, or by, this aspect of their role.

Financial Strategy

  • Contribute as a Board member to the formulation of the strategic and service plans which develop the Trust's services in accordance with local health need and national health policy.
  • Develop and implement the Trust's financial strategy in support of its overall clinical and business strategies and achievement of the Trusts annual budget
Financial Management

  • Manage the Finance department to ensure that the Trust meets its statutory financial requirements, financial targets and the reporting requirements of the Independent Regulator. This will include the production of annual accounts for the Trust, its charity and any associated ventures.
  • Establish a financial framework and controls to ensure that decisions taken by the Board of Directors and management teams are based on accurate information and sound financial advice, and in line with statutory requirements, Standing Orders and Standing Financial Instructions.
  • Ensure that the Standing Orders, Standing Financial Instructions and Scheme of Delegation are regularly reviewed, and agreed in line with best practice.
  • Ensure that the appropriate systems, procedures and controls are in place to enable budgeting, accounting, income and expenditure systems and capital accounts to operate efficiently and to the highest professional standards.
  • Ensure that appropriate policies and procedures are in place to enable sound forecasting, monitoring and management of the Trust's cash to secure liquidity and financial stability.
  • Develop and review integrated activity and financial reporting systems that ensure accurate, timely and relevant financial information is provided to the Chief Executive, Board of Directors and Divisions on the performance of the Trust.
  • Agree reasonable and accurate annual income and expenditure budgets at directorate, cost centre and service line level and to advise the Trust Management Board on service line management and targets.
  • Provide financial management and support to the programme of capital investment, ensuring that funds are available where necessary and that the Trust's balance sheet is appropriately managed.
