The Defence Science and Technology (DST) area of the Ministry of Defence Head Office leads all aspects of policy making in Science & Technology (S&T), either by identifying gaps in Defence's ability to exploit new technologies or opportunities to improve the functioning of the Defence S&T ecosystem, or by leading workstreams to implement full ranging policy changes, and supporting other teams who wish to use S&T.

We are embedding S&T across Defence by working across strategic priorities and aims, bringing together a wide variety of collaborators and directing delivery through our colleagues in commissioning and Dstl.

These positions are advertised at 37 hours per week.


Job description:


We are recruiting for three Senior Executive Officer (C1) Policy Adviser roles which will sit in the DST Policy division, split between Dstl sites and London, and report to Grade 7 Assistant Heads.

Academic and Research Policy


This post will lead on Academia and Research policy within DST, and is responsible for the policy, strategy and management of relationships within Defence S&T related to academia and research.


It sits within our exploitation, protection and enterprise policy team which is responsible for cultivating an agile S&T Enterprise to discover Generation after next S&T; ensure high standards and integrity; enable exploitation into military capability; and protect our S&T strategic advantage.


This post will be responsible for:
Improving Collaboration and engagement with academia and small and medium-sized enterprises, through implementation of our collaboration and engagement strategy

Policy development to implement or modify our strategic plans for research integrity and research security.


Working with teams in DST, across Defence, and other government departments to understand the S&T landscape and to ensure that DST's positions are understood and that we act on opportunities as they emerge.

Provision of briefing material including lines to take and generation of the UK position, including to seniors up to 3*/4* level


Management of and delivery of actions on behalf of DST Senior Leadership, including reporting and escalation of risks to our priorities and programmes.

Emerging Technology Policy


These are challenging and rewarding roles that sit within the S&T Strategic Advantage and Emerging Technology Policy team, which is responsible for delivering policy interventions to prepare Defence to use game-changing technologies in future military capabilities and shaping national S&T initiatives to reflect Defence's priorities.

The job holders will need to think deeply about how to achieve influence and empower others, build networks to define, prioritise and deliver a far-reaching programme of work at pace, and communicate effectively with a broad range of collaborators.


The core responsibilities are:


Designing and delivering policies and strategies to ensure that critical Emerging and Disruptive Technologies are understood, developed and protected; enabling Defence to make full use of them in the future, encouraging close collaboration with industry and academia and supporting engagement with international partners.


Developing resilient and productive networks with the Department for Science, Innovation and Technology, Cabinet Office, Home Office and other key Departments, building trust and the space for constructive challenge where needed.


Working with DST Commissioning to ensure S&T programmes provide the evidence we need to develop and deliver compelling policy propositions, drawing in specialist expertise from Dstl and Defence Intelligence alongside.
