The Department for Levelling Up, Housing and Communities (DLUHC) is the lead department for HMG's hugely important and high profile Levelling Up agenda.

This is a very exciting time to join the department as we are at the heart of the government's central mission, driving forward a programme of tangible improvements in every part of the country as we build back better from the pandemic, and deliver on the people's priorities.


The Local Growth Analysis division is a multi-disciplinary team of economists, statisticians, and social researchers and works across both Department for Business and Trade and DLUHC.

The division provides high quality, innovative analysis across a wide range of DLUHC policies focused on levelling up.

Local Growth Analysis plays an instrumental role in the delivery of the government's agenda on Levelling up and local economic growth across the UK.


The division includes two G6-led teams that lead an evaluation programme for Levelling up and is delivering evaluations for several levelling up programmes, such as the Levelling Up Fund and the UK Shared Prosperity Fund.


The teams offer a fast-moving, friendly and intellectually stimulating environment, where you can make a real contribution to maintaining this high-quality evidence base used for formulating government policy.

Job description:


Ever wanted to be at the forefront of developing an innovative new package of evaluations which will be at the heart of levelling up across HMG? Really getting to understand what's happening across localities in the UK, understanding the impacts of levelling up expenditure - at national, regional, local authority and even smaller scales.

And helping to understand what works in local economic growth.

We are looking for two enthusiastic analysts with an interest in innovative evaluation and creative use of data.

Working with OGDs, local authorities, What Works Growth and many other stakeholders, we're developing an innovative new approach to understanding the effectiveness of a range of levelling up programmes, including the UK Shared Prosperity Fund, and Devolution Deals.

These evaluations will drive our understanding of interventions which work (and don't work), which is crucial to target future local growth expenditure by HMG and local areas.

Key responsibilities for the UK Shared Prosperity Evaluation role will include:

  • Designing impact and process level evaluations for UKSPF interventions and place level case studies.
  • Working with evaluation surveys team to ensure UKSPF surveys address key evaluation issues and survey data is aligned for evaluations.
  • Working with monitoring and secondary administrative data, to ensure this feeds into the evaluation and is of sufficient quality.
  • Working with local authorities, evaluation contractors and OGDs on data matching to understand longer term intervention impacts.
  • Project management of a number of evaluation projects, working closely with evaluation contractors to ensure the work addresses key policy issues and is high quality evaluation.
  • Working with key stakeholders, incl UKSPF Policy, Levelling Up Task Force, DCMS, OGDs and local authorities to ensure core priorities are addressed.
  • Liaising and working with UKSPF Evaluation Technical Advisory Group, What Works Growth, and other external evaluation experts (e.g Evaluation Task Force).
Key responsibilities for the Devolution Deals Evaluation role will include:

  • Support the establishment of a new research and evaluation programme for English Devolution Deals, leading on a number of projects within this programme of work.
  • Working with key stakeholders, including the Chief Analyst, Devolution Policy, and OGDs to ensure core research priorities are identified and addressed.
  • Work with places with Devolution Deals to support their ongoing evaluation activities and ensure quality evaluation outputs.
  • Lead technical support for the Investment Funds evaluation, a longterm grant agreed by government with 13 UK localities as part of City Deal, Growth Deal and Devolution Deal programmes.
