Description
To provide an efficient and responsive HR Operations service, providing advice and guidance to managers and staff across the Council


To assist the HR Operations specialist in directing the work of the assigned workstream including being initial contact for all queries from HR Operations Officers.


Working as part of the HR Operations team and HR & OD service ensuring that an effective, timely and joined up customer service is provided to managers, employees and members across the council.


To maintain the integrity of all HR & payroll data and records held within financial and manual systems including regular housekeeping routines and the production of analysis and exception reports to ensure the timely and accurate production of payments.

To oversee the process and reconciliation of all payroll variations, starters and leavers prior to timetabled payroll runs (expenses, timesheets, statutory notifications, sickness and maternity deductions, arrears, pay awards, pension deductions & Employee Benefit deductions and honorarium etc) and undertake periodic verification that all such transactions are made in accordance with Council Financial Regulations, Standing Orders and policies and statutory requirements


Coach and support HR Operations Officers with maintaining their practical knowledge of local and national terms and conditions, payroll processes and relevant pensions schemes including calculation methods for pensionable pay and final pay.


Monitor fixed term contracts, maternity leave and other date sensitive information, ensuring any requirement for decisions are flagged early and effectively with managers and HR Consultants as appropriate.


QUALIFICATIONS:

Educated to A level standard or equivalent with a commitment to gaining a formal Level 3 HR/Payroll qualification via an apprenticeship or other qualification route)

CIPD/CIPP Level 3 Foundation Certificate in HR or Payroll practice (or working toward or equivalent)


KNOWLEDGE & EXPERIENCE


Experience of providing administrative and technical support for a range of HR Operations functions including employee life cycle, recruitment, HR system maintenance and development, financial controls.


Experience of advising and providing first resolution of queries on conditions of service, employee lifecycle matters, recruitment and general employment enquiries.

Ensuring compliance and consistency across the organisation.

Previous supervisory experience

Knowledge/experience of contributing to project work.

Knowledge of Agresso and purchase order requirements
