Job summary:


The Electoral Integrity Programme in the Department for Levelling Up, Housing and Communities is classified as a Tier A Government Major Programme in the Infrastructure & Projects Authority's Government Major Projects Programme Portfolio.

We will be delivering key Government manifesto and ministerial commitments relating to elections, a no-fail public service, in the UK.


The commitments include:
- the introduction of voter identification at polling stations in Great Britain;
- the removal of the 15-year limit on overseas electors' voting rights and making it easier for British expatriates to vote in UK Parliamentary elections;
- improving the security and integrity of elections (including on digital imprints, political finance and intimidation);
- making the change to the first-past-the-post electoral system for Mayoral and Police and Crime Commissioner elections;
- making changes to processes for proxy and postal voting;
- improving accessibility of voting in polling stations for disabled voters; and

  • Electoral Commission reform.
To deliver this transformational work, the Government has introduced substantial primary legislation (the Elections Bill) into Parliament.

The Programme is also running projects concurrently to deliver substantial secondary legislation and digital delivery to support the successful delivery of the Government's vision.

This high profile and ambitious programme of work continues to draw significant attention within Parliament, across the media and from a wide variety of commentators interested in how our democracy works.


The Programme works with a range of stakeholders including local government elections teams, the Electoral Commission, ministers, parliamentarians, the devolved administrations, civil society organisations and other government departments.


The Business Change Team within the Programme is responsible for ensuring the readiness of the electoral sector to absorb and deliver the changes.


We are looking for two Senior Implementation Advisors to lead on implementation within the Team, working across each project in the Programme to align activities and with local authorities and valuation joint boards across England, Scotland and Wales, to monitor delivery confidence and support two way communication with the sector.


This will be a rewarding and stretching role, requiring exceptional stakeholder management skills and the ability to problem solve and communicate with a range of audiences.


Job description:

You will be part of a dynamic team in a fast paced environment delivering a major government change programme.

You will be working across all aspects of programme implementation working with the Head of Implementation to monitor and report on readiness to internal and external stakeholders including the Senior Responsible Owner and ministers.

You will act as a bridge between the Business Change Team and each local authority and valuation joint boards across England, Scotland and Wales, to understand the impact of the changes being delivered.


You will build strong relationships with electoral services teams, with responsibility for understanding and assessing the delivery confidence and risks arising from each local authority or valuation joint board and recommending the appropriate action.

You will be the main point of contact in your regions and will need to filter a high volume of complexity and detail.


You will work collaboratively with teams and senior officials to deliver relevant and high quality readiness checks, producing dashboards or reports of the local implementation picture.


This role is a great opportunity to develop your stakeholder management and problem solving skills and build a profile within the Union and Constitution Group and the wider department.


Key responsibilities may include:

  • Line management of one or two Higher Executive Officers (HEOs), providing direction and support where required
  • Providing high quality, timely and accurate advice and feedback to ministers and senior officials on the impact of changes and the local implementation picture
  • Monitoring readiness of local authorities and valuation joint boards to absorb the changes in the Elections Bill, via surveys and other channels
