The purpose of the role is to provide cross-cutting project management and day-to-day support to the delivery of varied workstreams relating to communal and district heat supplies owned or utilised by Brent Council (domestic and non-domestic).

The postholder may be expected to lead the project management and delivery of specific elements, in particular related to Heat Metering & Billing.


Key Responsibilities:


  • Working with officers across all directorates, coordinate the strategy for heat metering and billing including both Brent Council networks and networks which supply Brent Council tenants.
  • Coordinate heat metering and billing as part of the Housing Energy Board and report to other boards as appropriate.
  • Liaise closely with the Senior Energy & Sustainability Manager on the management of heat billing in the Council
  • Work closely with the Senior Energy & Sustainability Manager and the District Energy Network Manager on strategies to decarbonise heat networks, starting with those owned by Brent. Any decarbonisation must take into account the financial sustainability of networks, both in terms of the price of heat (ensuring users are not in fuel poverty) and in terms of overarching objectives to ensure that networks, at least break even
  • The Energy Officer (Heat) will determine the heat tariff annually, taking into account all costs associated with networks, whilst also considering whether the price of heat would lead to greater instances of fuel poverty. There may be multiple tariffs across the Council.
  • Be responsible for ensuing compliance with the Heat Metering & Billing Regulations and ensuring that the Council has complied with legislation by declaring all the relevant networks and, where relevant, obtained exemptions.
  • Support the engagement of residents and other users of heat networks including explaining heating controls where necessary. Attendance at evening or weekend events may be required from timetotime.
  • Work with other teams to develop online resident tools including videos in relation to managing heating systems primarily domestic, but also nondomestic where relevant.
  • Undertake project and policy work to support the development of robust external funding bids/ business cases to further the council's Climate Emergency ambitions specifically in relation to heat networks.
  • Support the Senior Energy & Sustainability Manager on consistent monitoring and horizon scanning on key developments, best practice, and newly released research across all related aspects of the council's heat networks both existing and proposed, building the council's evidence base to assist with developer discussions and ensuring the Council has a robust strategy, and subsequent delivery of the strategy.

  • Experience of working in the public sector.
  • Experience of working on projects which cut across different directorates, bringing people together to achieve positive outcomes.
  • Experience of writing minutes and supporting administrative tasks within a small team setting.
  • Experience of demonstrating compliance with legislation.
  • Experience of managing multiple tasks and projects simultaneously.
  • Experience of working with a range of stakeholders, including internal and external stakeholders (such as residents and community organisations).
  • A good knowledge of energy systems in particular heat networks and communal heating systems in residential developments.
