About the role

Cambridgeshire County Council is embarking upon a programme of change for services with the ambition to profoundly improve the outcomes and life experience of children and young people with Special Educational Needs and Disabilities (SEND).

The SEND Transformation Programme will run for a minimum of two years and requires additional roles to fulfil the aims and objectives of the overall programme.

The overarching aims of the Programme can be summarised as follows:


  • Identify and respond to needs earlier to reduce the level of new demand for statutory support, an ambition set out in the SEND Strategy.
  • Focus on ensuring our work improves outcomes for children and young people with SEND.
  • Reduce the escalation of need so more children and young people are able to maintain placements within mainstream settings and those who do require specialist provision accessing this locally.
  • Take a system wide approach, ensuring our transformation plan is connected to the SEND Strategy and supports delivery of a shared ambition and collaborative working with partners and communities.
The System Leadership workstream forms part of the SEND Transformation Programme.


It will establish a network of system leader groups where SEND staff working within education settings and the local authority can access peer support and share best practice.

There will be a training programme to embed strengths based, child focussed approaches that will improve outcomes for children with SEND.

What will you be doing?

The System Leadership Co-ordinator will be responsible for:

  • Working with schools, other education settings and CCC SEND staff to establish the system leaders groups. This will involve working closely with senior leaders in a range of education settings to demonstrate the value of the approach and recruit participants.
  • Delivering the training and implementation of child centred, strengthsbased way of workings which will be embedded across the network.
  • Identifying and creating opportunities for colleagues across health, social care and the VCS to participate in the system leaders groups.
  • Monitoring the impact of the System Leadership workstream and reporting progress to the SEND Transformation board.
About you
You will need to have significant knowledge of special educational needs and disabilities across age ranges.


A good knowledge and understanding of the legislation governing the provision of services for children with special educational needs is required.


You will have knowledge and understanding of GDPR guidance and how it applies to recording and sharing of case discussion.


You will have the ability to plan and organise your workload to ensure objectives and targets are achieved with mínimal disruption and meet deadlines and utilise resources effectively.


The ability to communicate in both written and oral form with a variety of audiences to ensure that key issues are identified and understood is important, as is the ability to draft and prepare information, correspondence and reports which are accurate in terms of content, grammar and spelling.


You will be able to model a system leadership approach through working in a collaborative way and be able to work with peers and partners to design the programme and supporting resources.
