Overview:

Following a comprehensive review, UK Parliament is undergoing an exciting commercial transformation.

They are taking a journey from a functional procurement unit to a dynamic, business-partnering function that consistently adds value throughout the commerciallifecycle.


With a new structure defined, the Parliamentary Commercial Directorate are now looking to recruit a Head of Commercial Policy and Capability so the department's new target operating model can be realised.

This role offers fantastic opportunities to applycommercial best practice in everything you do, whilst working with £1bn in annual spend and supporting transformational projects across a UNECSO world heritage site.


Working at PCD will be a perfect fit for highly motivated individuals who enjoy complex work and a collaborative environment.

It is not essential to have a background in the public sector - crucial will be your commercial acumen, judgment, and communicationskills.


Key Responsibilities:


  • Line management and leadership of team of 3 and the wider function.
  • Setting and delivering on a policy and capability strategy that will refresh Parliamentary commercial policy and uplift commercial capability.
  • Own and develop a capability strategy which meets the policy awareness, L&D and development needs of the team.
  • Own and develop our approach to, and content of, commercial policy.
  • Own and develop our response to the procurement rules reform across capability and policy.
  • Own and develop our commercial toolkit.

Experience and Skills Required:


  • Understanding of procurement and contract management approaches with the associated policy, template, process and training requirements.
  • Outstanding ability to communicate effectively and work collaboratively with senior management and staff and external advisors.
  • Understanding of procurement policy and processes, ideally with knowledge of public sector regulations and the planned changes.
  • Strong leadership capability, being able to illustrate how to successfully lead a team or manage a project.
  • Understanding of commercial controls and governance within organisations, ideally within the public sector context.
