Providing leadership and coordination of stakeholder engagement and public affairs across the NIHR to support more effective working with external partners.


  • Providing dedicated project and programme management for the UK Recovery, Resilience and Growth (RRG) Programme, both across the NIHR and the UK RRG partners.
  • Leading, through close working with partners across government, highlevel engagement with key industry partners with the aim of developing strategic R&D partnerships for UKplc and onshoring clinical research activity.

Job Purpose


As part of the NIHR External Affairs team, working directly with the Department of Health and Social Care, the Programme Implementation Lead will coordinate the implementation of the cross-sector UK Clinical Research Recovery, Resilience and Growth Programme.


This ambitious programme of work is building on the learnings from the pandemic to improve how research is delivered in the NHS and to make the UK a global destination for clinical trials.

You will work closely with policy leads in the Department of Health & Social Care, and with colleagues in the Devolved Health Departments, NHS England, regulators, charities and the life sciences industry to drive delivery of a broad range of activities to achieve the Vision for the Future of UK Clinical Research, including:


  • Embedding clinical research in the NHS
  • Improving the speed and efficiency of research
  • Placing people at the heart of research
  • Enabling research through better use of data and digital tools
  • Ensuring the research workforce is sustainable and well supported


The Programme Implementation Lead will work with senior leaders across the Programme partners to ensure that their individual and joint activities are coordinated and integrated effectively and that key stakeholder groups are engaged in the overall delivery of the vision.


Key responsibilities

  • Work closely with key policy leads in the Department of Health and Social Care to support overall coordination and delivery of the UK Recovery, Resilience and Growth Programme.
  • Build strong working relationships with the leads for the UK Recovery, Resilience and Growth Programme across the partners organisations to support their activities and ensure integration into the broader programme of work, and manage of interdependencies.
  • Engage and involve key stakeholder groups that are important to the delivery of the programme of change, such as the R&D management community and NHS staff
  • Identify improvement activities underway in the broader health and care research system that have synergy with, and can contribute to, the vision for the future of clinical research.
  • Consolidate and provide review of the NIHR input into the UK Recovery, Resilience and Growth Programme where NIHR is either a lead or key contributing partner.
  • Provide regular informed briefings to key stakeholders across NIHR to ensure that progress and challenges are cascaded to people who can act on the information provided.
  • Organise the schedule of Programme Board and Advisory Group meetings.
  • Provide line management for the small team of project managers and administrative staff.

Key relationships


The Programme Implementation Lead will be based within NIHR's External Affairs team, working directly with colleagues in the Department of Health and Social Care.

The post-holder will also work closely with staff across NIHR, partners in the UK Recovery, Resilience and Growth programme and the wider health and care sector.


Qualifications


To be successful in this role, you will have strong programme management experience, with the ability to coordinate the delivery of a range of projects led by different organisations into a coherent and integrated programme of work.


You will be able to work with confidence and diplomacy when engaging with a diverse range of stakeholders at various levels of seniority across multiple organisations.


You will need excellent influencing skills to establish and maintain productive relationships with relevant teams across the NIHR and within key partners across Government agencies and public sector organisations.


You will need to be able to work to tight deadlines and maintain excellent communications with the leadership team to effectively manage priorities and delivery risks.


Required knowledge, experience and technical skills

Essential

  • Educated to degree level, with relevant experience gained in the biomedical or health research sector.
  • Extensive experience of managing and coordinating the delivery of complex programmes of activities.
  • In depth knowledge of the UK's health and care research landscape, with an understanding of how clinical research is carried out in the NHS.
  • A proactive, selfmotivated, flexible and enthusiastic team player who can work independently and as part of a team and contribute to the development of a positive, cando culture.
  • Excellent interpersonal skills and demonstrable success
