This is an exciting opportunity to contribute to achieving quality programming by ensuring effective grants management including, internal and donor compliance requirements, timely and quality proposal development in coordination with respective budget holders/project managers as well as reporting and leading on internal and external grants-related communications, and logistics, financial and human resource management as delegated by the Global Lead.


What we are looking for


The Norwegian Refugee Council (NRC) is seeking a
highly qualified Grants Management Lead/Programme Support with relevant experience from a senior grant management position, with responsibility for programme, in a humanitarian/recovery context.


What you will do

Some of your specific responsibilities include:

Proposal Development

  • Coordinate proposal development for the Global Access team's portfolio of donors.
  • Work closely with Budget Holders, project managers, the global and regional access teams, and finance as well as other stakeholders to compile accurate proposal budget and assess whether all necessary costs have been included.

Grant Agreement

  • Review donor contracts, flag any points that might challenge NRC's procedures.
  • Together with the budget holders and project managers, summarize in writing, key reporting, and compliance requirements (compliance checklist).
  • Coordinate with respective budget holders and finance to ensure budgets are correctly allocated and aligned.

Donor Reporting and Monitoring

  • Lead and support the coordination and finalization of donor reports ensuring consistency between narrative and financial reports and that they meet quality standards.
  • Highlight critical financial issues such as under/overspends to finance and Budget Holders and follow up in writing when discussed verbally.
  • Provide technical support to relevant access team members and Budget Holders on monitoring issues and budget revising _(if required); _
  • Collaborate with the finance team to ensure donor budget lines as per the contract are in line with the financial system (i.e. amounts have not changed as a result of new income instalments at different rates being received); Support project managers to track project expenditures and share regular BvAs.

Logistics, Finance, and Human Resource Management:

  • Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the programme team.

Donor Compliance

  • Be familiar with all NRC organisational and donor portfolio compliance requirements and ensure high quality management of grants through meeting KPIs and deadlines.
  • Support and advise access colleagues with queries related to donor compliance on grants within portfolio.
  • Work with other departments (i.e., programmes, finance, logistics, HR, Institutional Parnterships, M&E) to ensure all documentation required is ready and available for audits (e.g. vouchers, distribution lists);
  • Assist in training and capacity building related to NRC Grants Management/donor compliance as required.

General Administration & Programme Managerment

  • Ensure all documentation required to be kept by donors is available within the Grants department by maintaining high standard information management/filing systems.
  • Manage and ensure uptodate maintenance of the Grants Tracker and Cycles
  • NRC's grant management platform.
  • Design, populate and monitor Master Budget for programme. Advise on programme spending.
  • Overall programme budget oversight for all projects/portfolio implemented.

What you will bring

  • At least 4 years of relevant experience in a related field.
  • Minimum four years' experience from a senior grant management position, with responsibility for programme, in a humanitarian/recovery context
  • Experience of donor relations and grants management (e.g., with institutional humanitarian and development donors);
  • Experience working in complex environments and with displaced populations.
  • Good understanding of donor rules and regulations.
  • Good communication and interpersonal skills.
  • Excellent written and oral communication skills in English.
  • Strong organisational and team working skills.
  • Proven skills and experience in report and proposal development and working with multiple donors.
  • Above average computer skills, particularly in Microsoft Windows Word and Excel.
  • Willingness to travel to area offices according to travel requirements.
  • Good cultural awareness and sensitivity.
  • Ability to work under pressure, independently and with limited supervision.
  • Ability and willingness to work/live and be mobile under difficult circumstances.
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector.
  • Holds selfaccountable for making decisions, managing resources efficiently, holds the team and partners accountable to deliver on their responsibilities.
