The team/department


We are currently recruiting for a Policy Technical Specialist to join us in the Infrastructure & Exchanges Directorate, within the Capital Markets' Benchmark Policy Team, to lead on policy development for a mixture of Benchmarks and Environmental, Social & Governance (ESG) issues.

The Benchmarks Policy team leads on the FCA domestic and international policy development and implementation of rules in relation to benchmarks and their ecosystem (i.e. benchmarks administrators, users and contributors).


Our work includes developing and implementing domestic policy relating to the UK Benchmarks Regulation, as well as international policy relating to the International Organization of Securities Commissions (IOSCO) principles for financial benchmarks, working closely with our Supervision and Legal colleagues across the FCA, as well as governments and other regulators within and outside the UK.

What you will be doing

As a Technical Specialist, you will be expected but not limited to:

  • Driving our team's contribution to developing Benchmarks policy including related ESG issues with deep policy expertise and knowledge sharing with colleagues
  • Driving and influencing stakeholders (internal and external) to identify and deliver our desired policy outcomes at UK and international level
  • Build new and leverage existing constructive working relationships with other authorities in the official sector (UK and international) and industry stakeholders to understand and resolve challenges
  • Represent the team in a professional manner with internal and external stakeholders, providing an effective and constructive liaison point within the department, across the FCA and externally
  • Lead the drafting and delivery of internal and external communications to ensure our internal comms/briefings, as well as market expectations, are conveyed clearly and are well-understood by our audience
You will also line manage 1-3 people in the team.

The skills and experience you'll have

Minimum- Technical knowledge and experience knowledge of policy-making and the UK legislative and regulatory processes- Technical knowledge and experience of financial markets, Benchmarks regulation and ESG considerations- Previous line management experience

Essential- Excellent drafting and oral communication skills- Ability to review complex issues, make judgements supported by evidence and presenting key issues and recommendations to senior stakeholders- Ability to project plan- Ability to build and maintain relationships with senior management, other regulators and staff at all levels within the FCA- Working effectively as part of a team by working inclusively- Experience in publishing consultation, discussion and feedback papers
