This is an exciting opportunity for an experienced procurement specialist, to lead Derby City Council's Procurement Service.

As Head of Procurement, you will be the Council's lead procurement professional, providing strategic procurement advice across the organisation.

The Head of Procurement manages the Procurement Service and works closely with services across the Council to deliver the Council's spending and commissioning objectives.


The public procurement landscape is changing, so you will need excellent change management and delivery skills as you will be responsible for leading the Council's implementation of the Procurement Act 2023.

The Opportunity
In the role of Head of Procurement, here's an example of what you'll be doing to make an impact:
Being the Council's lead procurement professional, providing strategic procurement advice to colleagues across the Council.

Delivering the Council's Procurement Strategy and working with colleagues across the Council to achieve the Council's procurement and commissioning objectives.


Ensuring compliance with the Council's Contract Procedure Rules and leading the implementation of new processes and procedures to ensure compliance with the Procurement Act 2023.

Leading the Council's Procurement Service, managing a team of procurement professionals over a range of grades.
Forming a key part of the Directore Leadership Team and being a member of the Council's Extended Leadership Team.


About You
To be successful in this role, you'll ideally have


Be CIPS Qualified and have a number of years experience providing strategic procurement advice to a wide range of purchasing departments.

You will be able to demonstrate a clear understanding of category management skills and have sector expertise and market knowledge.

You will understand the need to provide procurement advice that delivers savings and efficiencies and be able to demonstrate how different procurement approaches can be applied to deliver the best value for money for the Council.

Ideally you will have experience of working within the public sector and an understanding as to how a political organisations, like the Council, operates, although this is not essential.


You will have a track record of leading and managing a procurement team or service as a team leader and be able to demonstrate a clear and compassionate approach to management.


A key requirement of this role, will be the implementation of the Procurement Act across the Council and therefore you should be able to demonstrate experience of implementing organisation-wide changes in policy and procedure and a clear understanding of the steps necessary to achieve successful organisational change.
