This opening assignment is for 3-4 months

Office based role A Repairs Resolution Officer is required to undertake the day to day management of repairs and major works and contract management for the garages portfolio owned and managed by the Council. To carry out regular garage inspections to identify any necessary repairs and any infringements of the non-residential tenancy agreements, including joint quarterly visits with the Lettings Officers. To initiate relevant enforcement action in cases of such infringements working with the lettings officers and to maintain details of the stock condition of all garages and organise repairs and/or major works as necessary.


Key responsibilities:

  • Contribute to the management of Home Ownership Services reporting to the Garages Services Manager on all matters relating to the management of garages and other nonresidential properties (including barrow stores) including the identification of disused garage areas. Identify and take on new and additional tasks that may improve services and achieve targets that may be set for the team and ensure service provision is properly controlled and monitored.
  • Monitor service and maintenance contracts to ensure compliance to client requirements, as well as health & safety legislation and protocols on all sites where repairs and maintenance, refurbishments and PPM is being undertaken. Provide technical support in the repair & maintenance management of the garages portfolio, including barrow stores and other nonresidential properties and the common areas in and around the stock to address Fire Safety and health & safety issues and enhance aesthetic appeal. Escalate any poor performance or breach of fire and/or health and safety.
  • Respond to and resolve customer problems, including carrying out inspections, preparing specification to raise orders to the contractor, preparation of condition survey reports and agreement of action plans with contractors and consultants as required. Taking ownership of your patch and the overall portfolio following issues through to their conclusion.
  • Ensure that garages, barrow stores and parking areas are fit for purpose in order to maximise income from licences including regular communal inspections to identify areas of disrepair, antisocial behaviour or other issues which may prohibit lettings. Ensure in partnership with the Lettings Officer, Resident Services Officers, parking enforcement team or ASB team as appropriate that repairs or other issued are dealt with appropriately and in a timely way.
  • Lead on the development and maintenance of a comprehensive and accurate asset register and stock condition survey, identifying empty or disused garages and parking areas properly identifying all necessary repairs with budget estimates and timescales.
  • Work with the Lettings Officers to ensure that they can actively preallocate nonresidential properties within the portfolio to ensure that properties are let as soon as they are ready to let following repairs and or refurbishment.
  • Establish and maintain iWorld/databases to ensure accurate records are maintained and reconciled. Ensure all garages, barrow stores and parking areas are accurately mapped and coded with proper cost centres.
  • Liaison with other offices, including housing management, the call centre, one stop shops or any other partner who may be approached by customers to ensure a coordinated, high quality and responsive repairs service to all residents that delivers customer service standards and performance indicators across the borough.
  • Respond to queries both written and verbal to a very high standard. This includes queries from Council residents and the general public, also MP's and Members enquires and formal complaints. Ensure that the response is provided within target.

Qualifications:


  • Surveying or similar qualification to HND level or equivalent relevant experience.

Experience:


  • Experience of repairs and maintenance service delivery.
  • Experience of managing nonresidential units including garages, and experience of managing parking schemes in both the public and private sectors. Experience to include void management, repairs and enforcement procedures.
  • Experience of managing budgets and financial control, including audit procedures.
  • Experience of managing repairs contracts and supervising contractors.
  • Experience of fire safety and health and safety requirements and procedures.
  • Experience of assessing stock condition, identifying repairs diagnosing complex building defects and producing specifications for repair.
