Are you interested in health and safety and the role it plays in positive wellbeing of staff? If so, this is the role for you to help us transform our approach to health and safety across the councils.


The post holder will be responsible for designing and supporting the delivery of the councils' health and safety strategy along with the associated policies and arrangements for delivering its implementation across the councils.

You'll get the opportunity to be involved in almost every aspect of the councils' activities, providing specialist knowledge in support of, and learning from, the experts managing the services.

Most importantly the role needs to ensure that our staff help shape are adopting safe working practices.


You will need the knowledge, skills, and experience to deliver, and the interpersonal, communication and persuasion skills to bring everyone with you on the journey.


Main duties and responsibilities Senior Advisor:

  • Maintain an understanding of existing and new health and safety legislation and/or best practice.
  • Ensure statutory reporting of incidents to the external Health and Safety Executive as appropriate.
  • Manage all administrative and statistical data in relation to health and safety
  • Devise and manage the development and review of the councils' health and safety strategy
  • Review and update operational health and safety policies and procedures
  • Provide advice and guidance to staff, service teams, managers and SMT on health and safety matters
  • Develop and deliver a training approach and programme for health and safety
  • Ensure that appropriate resources are made available to address unacceptable health and safety risks.
  • Lead on health and safety matters across both councils on behalf of the Head of Paid Service.
  • Undertake regular auditing of work areas to proactively identify risks and provide expert guidance
  • Investigate accidents and provide expert guidance to support managers in ensuring that any necessary actions to mitigate future risks are actioned
  • Lead in the evaluation of contractors Health and Safety policies and procedures both during tender process and ongoing contract monitoring where appropriate.
  • Provide input into the creation and deployment of service plans.
  • Contribute to budget planning and monitoring.
  • Oversee and contract manage the corporate lone worker system and oversee the threat premises systems.
  • Manage the content of the health and safety intranet pages on the learning management system
  • Develop, administer, and deliver training packages and, where applicable, procure training
  • Ensuring the councils' health and safety policies and procedures are deployed correctly
  • Prepare for and participate in internal audits for health and safety.
  • Responsibility for line management of the health and safety advisor

Your essential skills, knowledge, and experience:

  • A comprehensive knowledge of health and safety legislation, guidance, and best practice in a related sector
  • A welldeveloped understanding of the importance of health and safety strategy and policy and the practical steps required for their effective implementation
  • A minimum of five years' experience in health and safety in a management or supervisory role
- membership of a relevant professional body, such as IOSH, with up-to-date CPD training

  • A proven track record of proactively identifying problems and taking the initiative for solving them
- have a valid full driving licence, a vehicle and insurance to drive for work purposes


Your essential qualifications:


  • A degree or equivalent qualification
  • The NEBOSH diploma or equivalent qualification
  • A full driving licence

If you have the following experience or qualifications - it's a bonus:

  • Experience of managing change in health and safety culture
  • Experience of leading health and safety strategy and policy development
  • Experience of influencing and demonstrating the practical steps required for the effective implementation of a new health and safety culture
  • Experience of planning, monitoring, and managing budgets
  • Local government experience
