Job Introduction

This role sits in Route Services, a business area that has been created to supply services to the routes in the safest, most cost-efficient and effective way, enabling them to benefit from economies of scale and optimised national resources.

The Network Rail Telecom (NRT) team is responsible for operating all of Network Rail's telecoms assets and networks.

This responsibility includes managing asset life cycles as well as the development, delivery and support of first-class telecommunication networks and services.


In simple terms, NRT transports data between A and B enabling Network Rail to run operationally both on the railway (signalling, customer information systems, CCTV cameras etc.) and as a business (desk phones, mobile devices, data connections etc.).

NRT is also playing a key role in the realisation of Network Rail's digital railway aspiration which requires huge amounts of data managed securely to work.


You will act as Network Rail Telecom's (NRT) key contact for strategic liaison with regions and other stakeholders, leading and developing relationships in order to enable NRT to deliver relevant and commercially viable capability to the rail network aligned to the NRT business strategy.

Main Responsibilities

What will you be doing?

  • Direct, own and develop the engagement strategy for NRT's relationships with Government departments, regulatory bodies and devolved administrations
  • Work in multidisciplinary groups (finance, legal, policy, engineering and economics) to build a focused rail telecom policy and strategy that will deliver for Network Rail and Government stakeholders
  • Lead on lobbying activity with Government departments and Ministerial offices to deliver key strategic plans for telecoms strategy on the railway.
  • To advise on Government and regulatory processes in order that NRT and Corporate Finance leadership are able to influence key decisions regarding telecoms strategy on the railway.
  • To lead on strategic business priorities within NRT that require Government department or regulatory sponsorship and ratification.
  • To lead the relationship between NRT and Government departments and regulatory stakeholders to update, inform and advise on key polices relating to telecoms activity on the railway.
  • Own, prepare and appropriately communicate issues, forthcoming initiatives, and the Governments' aims, views and policies, proposing forward action in order to keep the NRT Senior Leadership Team, Route Services Executive Leadership Team and Corporate Finance Leadership Team updated and informed.
  • Provide a specialist advice service to lead and direct the creation and definition of strategic proposals for proposed Government initiatives that impact telecoms on the railway.
  • Lead on the negotiation with the Government of strategic funding and policy initiatives that exploit NRT assets, coordinating input from internal teams to achieve the NRT strategy, and influencing and liaising with other national programmes to maintain consistency.
  • Promote the strategic needs of Government, regulatory bodies and devolved administrations to inform senior NRT decision making when developing strategy and product roadmaps.
  • Potential to line manage secondees in from the Civil Service to support managing government relationships.
  • Create and lead a professional environment that encourages the identification of improvement initiatives to support NRT's continual service improvement, efficiency and sustainability.
  • Educated to degree level or equivalent
  • Extensive successful experience in a senior Government role in telecoms policy
  • Strong commercial and business case focus and financially astute
  • Significant experience in managing senior stakeholder relations in Government and regulators
  • Proven influencing, persuasion and negotiating skills at all levels across the organisation, up to Board, Ministers and senior leaders
  • Substantial working knowledge of Government and parliament, including decision making and legislative processes. Working knowledge of telecoms technology and the regulatory environment.
  • Demonstrable experience in the development of Government policy and spending proposals, including securing Government approvals of business cases.
  • Extensive experience of working with, facilitating and managing multifunctional groups within a regulated environment
  • Excellent written, oral communications, influencing and presentational skills
  • Proven ability to grasp, understand and promote complex and sensitive issues in a persuasive and sensible way
  • Ability to develop a good network of contacts internally and externally
  • Line management experience
