Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.

  • To plan and coordinate large scale recruitment administrative activities in collaboration with new projects and funding streams. Including the Electronic Patient Records (EPR) Programme.
  • Collaborate closely with Service Line Managers, stakeholders and recruiting managers to understand their recruitment needs within current and newly funded service lines.
  • To ensure that safe recruitment practices are followed by managers and administrative staff.
  • Project and performance monitoring and supervision of the recruitment function.
  • To provide expertise and guidance to managers in specific resourcing activities.
  • To develop and execute comprehensive recruitment strategies tailored to each service line's requirements.
  • To work in tandem with the Recruitment Team Leaders and Resourcing, Outreach and Events Lead to fill funded vacancies.
  • To produce, in partnership with the Service Line, a catalogue of job descriptions to directly support the recruitment of EPR and other project funded vacancies.

PRIMARY DUTIES & AREAS OF RESPONSIBILITY

  • To coordinate, facilitate and deliver Trust wide recruitment activities for specific staff groups
  • To lead the project planning process within the recruitment team, defining project scope, goals and deliverables
  • Responsible for recruitment drives and strategies which are aligned with current funding strategy
  • To work closely with the Recruitment and Resourcing Manager to ensure that SLAs are developed, implemented and delivered to internal directorates and external partners where necessary
  • To closely monitor and report on recruitment project progress to all invested partner
  • Attend Modern Matrons, Departmental and other recruitment related meetings in order to obtain feedback on current staffing situation, seeking to resolve any issues that are raised for both substantive staffing and temporary resource
  • To supervise and coordinate administrative activities and ensure safe and timely recruitment practices are followed
  • To continually review and look to improve internal processes and procedures including any developments to update the recruitment process
  • To utilise measurement and tracking tools on all recruitment activity reporting against timescales and quantity ensuring the analysis effectively directs future recruitment activities
  • To assist the Recruitment and Resourcing Manager to manage the performance of the recruitment function
  • To provide expertise and guidance to managers in specific resourcing activities
  • Lead on recruitment for EPR and other project specific recruitment drives
  • Promote equality of opportunity in all aspects and stages of the recruitment and selection process, ensuring fair and equal treatment of all applicants to posts
  • Participate in the delivery of values based recruitment training, 1:1 and departmental training which aim to improve the practice and understanding of Trust policies and procedures or which aim to enable staff to perform more effectively within the Recruitment service.
  • Assist in the delivery of a proactive recruitment strategy and assist in updating this strategy as required
  • Work within clearly defined occupational policies
  • Coordinating the development or assessment centres where appropriate and assist in the allocation of HCA (Band 2 & A21s) and Band 5 preceptees where appropriate
  • Take appropriate action to remedy complaints and issues that relate to recruitment, escalating to the Recruitment and Resourcing Manager as required
  • To assess the suitability and coordinate the administrative processes for honorary contracts requests in accordance with NHSE safe recruitment guidelines
  • To develop and maintain relationships using effective and appropriate communications with staff and to establish networks both internal and external to the NHS to assist in the maintenance and development of the recruitment service.
