Job Introduction
Quality Management is an integral part of process compliance and continuous improvement across all aspects of the SCSJV project. The SCS Area West Lead Quality Manager will lead and manage the Area West Quality Team.


They will be responsible for actively leading and managing quality best practice for the delivery of works together with overseeing the review, close-out, packaging and acceptance of quality and handover deliverables to HS2 in line with programme milestonesand the SCS assurance strategic KPIs.


They will functionally engage with the Lead Quality Managers from the other two areas and the SCS Head of Quality to contribute to maintaining, developing, improving and monitoring the SCS Quality Management System, policies, plans, procedures and associateddocumentation.

The Area West Lead Quality Manager will directly report to the Area West Technical Lead and will engage with all the relevant functional support (e.g. engineering, temporary works, technical assurance, design management, BIM etc.)and Delivery Teams toensure a quality is fully embedded.


Role Responsibility
Key Responsibilities

  • Lead the Area West Quality and Handover team including: Quality Management and Inspection, Handover Management and Document Control
  • Fulfil line management duties for the area west Quality Managers, Handover Manager and Lead Quality Inspector
  • Oversight and support to Area West Document Control Team
  • Responsible for contributing to the SCS Quality Team in development and implementation of the Quality Management Systems on site and the maintenance of the ISO 9001:2015 certification.
Ensure adoption and implementation of Client and SCS quality assurance and handover related Policies, Processes, Works Information, statutory requirements.

  • Collaboratively support theQuality Managers, Delivery Managers, Material Engineers and Supply Chain to ensure the production of package specific Quality Plans, Inspection and Test Plans, materials approvals and procedures as appropriate, for review, acceptanceand implementation in compliance with the Works Information and the scope of works.
  • Plan and schedule for quality controlling and assurance of the works including Quality Risk Reviews, Inspection and Test plans, Materials Approvals, Quality Package Reviews and construction verification certificate production.
  • Plan and continuously review quality, handover and document control resources to ensure programme requirements are met.
  • Support T12 Quality Risk Reviews led by the Delivery Teams, ensuring they are held in a timely manner, appropriately attended, outputs captured and addressed.
  • Support the Delivery Team and Supply Chain in the production of assurance records, certification packages and submissions ensuring records are produced contemporaneously and efficiently.
  • Lead collaborative, progressive reviews with the Delivery Teams of quality deliverables produced, to ensure records are of suitable quality and completeness for collation, acceptance, closure and handover in accordance with SCSJV and Client requirements.
  • Lead timely development of construction verification certificates, in line the programme milestones and strategic assurance KPIs
  • Monitor, measure and report on the sitespecific performance of the implementation of the quality management system, to ensure that it complies with the Works Information and aligned with HS2 Quality requirements.
  • Report on the production, review, collation and acceptance of quality deliverables in line with programme milestones and the strategic assurance KPIs.
  • Accountable for the coordination of the sitespecific Non-Conformance Reporting process, trend analysis and statistics are undertaken in accordance with SCS NCR process.
  • Implement the Audit Programme and Surveillance Programme for site activities (including Supply Chain audits).
  • Promote the pursuit of excellence and continuous improvement. Recommend and implement changes to achieve operating efficiencies and 'Right First Time'.
  • Develop and provide quality related coaching, induction and training to the site team and Quality Team.
Required qualifications, skills, behaviours and attributes

  • Professional qualification
  • Degree / HND or equivalent in civil engineering or an appropriate professional qualification.
  • Internal and external audit training combined with onsite, technical auditing experience
  • Good knowledge and practical experience of developing, implementing, maintaining and improving Quality Management Systems to the standard BS EN ISO 9001: 201
  • Experience in leading all the quality management aspects of a construction project, including independent verification processes.
  • Management of quality systems in large construction projects
  • Relevant CSCS Card.
  • Knowledge of the operation of document control systems
  • Member of IRCA or CQI
  • Knowledge of other Management Systems (ISO 14001:2015, ISO 27001:2013, OHSAS 18001:2007, ISO 44001:2017 etc.)
